EMPHASIS: New Commercial Vehicle Program For Troop C


Captain Ronald S. Johnson, commanding officer of Troop C, announces a new commercial vehicle enforcement program for the Troop C area. On July 1, 2006, 20 full-time positions were transferred by legislative action from vacancies within the Commercial Vehicle Enforcement Division and reassigned as sworn troopers. This reassignment of personnel presented the Patrol with an excellent opportunity to further engage in homeland security activities, expand our presence on Missouri roadways and improve the Patrol’s commercial vehicle enforcement capabilities. Effective November 5, 2007, four Troop C officers began training at the Patrol’s Training Academy as commercial vehicle enforcement troopers. The officers are scheduled to graduate from training on December 21, 2007, and begin working in the Troop C area January 2, 2008.
The following officers have been assigned to the Troop C CVET unit:
Corporal Brad D. Moore will be the supervisor of the unit. Cpl. Moore was appointed to the Patrol in January 1992, and assigned to Zone 13, Washington/St. Francois counties. He was later promoted to the rank of corporal and designated assistant zone supervisor for Washington/St. Francois counties. Cpl. Moore remained in this assignment until his assignment to the CVET Unit.
Corporal Justin L. McCullough will be the assistant supervisor of the unit. Prior to joining the Patrol, Cpl. McCullough attended Southeast Missouri State University in Cape Girardeau, where he earned a bachelor’s degree in criminal justice. Cpl. McCullough was appointed to the Patrol in January 2001, and was assigned to Troop I, Zone 9, serving Crawford County. In January 2007, he was promoted to the rank of corporal in Dent County, where he remained until his assignment to the CVET Unit.
Trooper Robert E. Hoehn will be assigned to the unit. Prior to joining the Patrol, Tpr. Hoehn served in the United States Air Force as a security police officer from October 14, 1987 to October 13, 1991. He was employed as a deputy with the Pike County, Missouri, Sheriff’s Department, prior to joining the Patrol in January 1, 1995. After completing the Academy, Tpr. Hoehn was assigned to Troop C, Zone 5, serving Lincoln/Pike counties, where he has remained until his assignment with the CVET Unit.
Trooper Carl W. Bone was appointed to the Patrol on October 20, 2002. Prior to joining the Patrol, he attended Southeast Missouri State University, where he obtained a bachelor’s degree in criminal justice. After completing the Academy, he was assigned to Troop C, Zone 16, serving Perry/St. Genevieve counties, where he remained until his assignment in the CVET Unit.
The commercial vehicle enforcement troopers retain the normal duties of a road trooper, however, their primary duties will include enforcement of commercial vehicle and special mobile equipment hazardous moving and safety laws, administrative orders, rules, and regulations. These officers will assist the Major Crash Investigation Units in investigating crashes involving commercial vehicles, school buses, and passenger-carrying motor coaches. The CVETs will be trained in inspecting radioactive shipments using specialized equipment, and also will receive training related to homeland security.
Troopers assigned as CVETs will be distinguished from other troopers by uniform and vehicle. This team will be assigned fully marked, two-wheel drive, Chevrolet Tahoe police SUVs. The CVETs daily uniform will be a blue military style field uniform displaying Patrol shoulder patches.
