EMPHASIS: Incident at the Isle of Capri

On April 21, 2007, at approximately 12:16 a.m., two members of the Missouri State Highway Patrol Gaming Division, who are assigned to the Isle of Capri Casino in Kansas City, were summoned to a security desk in regards to a subject with a possible fake identification. The troopers made contact with the subject and a computer check of the identification card revealed an outstanding Kansas City, Missouri, bench warrant.
The subject was asked by the troopers to accompany them to the Patrol office to confirm his identification and the outstanding warrant. The subject then ran from the Patrol officers and a foot pursuit ensued through the casino. The subject ran out an exit door of the casino and jumped over a railing into approximately fifteen feet of water in the moat. Before members of the Highway Patrol and the Isle of Capri Casino security officers could get to the subject, he went under the water and never resurfaced.
The Kansas City Fire Department responded to the scene and after a search of the moat, located the subject at approximately 1:38 a.m. The subject, who was identified as Anthony D. Swopes, 21, of Kansas City, Missouri, was transported to the North Kansas City Hospital, where attempts to resuscitate him were unsuccessful. Anthony Swopes was pronounced dead by Dr. Steve Orr at 4:40 a.m.
