EMPHASIS: Colonel Michael Turner Announces Promotions
Colonel Michael Turner, superintendent of the Missouri State Highway Patrol, announces the following promotions effective March 1, 2025:
Effective March 1, 2025, Captain Justin L. McCullough, Q/(FOB), will be promoted to the rank of major and will serve as the commander of the Field Operations Bureau.
McCullough was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop I, Crawford County. In January 2007, he was promoted to the rank of corporal and designated assistant zone supervisor of Dent County. In October 2007, he began working as a commercial vehicle enforcement trooper. McCullough has worked in that capacity in both the Troop C, Weldon Spring, Mo. and Troop I, Rolla, Mo. areas. He was promoted to sergeant in 2009, and designated supervisor of Troop I’s commercial vehicle enforcement operations. McCullough was promoted to the rank of lieutenant and transferred to Troop F Headquarters, Jefferson City, effective December 1, 2013. On July 1, 2018, he transferred to the Executive Services Bureau, General Headquarters, Jefferson City, Mo. where he served as the Patrol’s governmental affairs liaison. In October 2020, he was promoted to captain and designated commanding officer of Troop D, Springfield, Mo.
In July 2022, he transferred from Troop D to the Field Operations Bureau as the Assistant Bureau Commander.
Major McCullough was born in Cape Girardeau, Mo. He graduated from Jackson High School in Jackson, MO. In May 2000, he graduated from Southeast Missouri State University in Cape Girardeau, Mo. with a Bachelor of Science in criminal justice. Major McCullough and his wife, Stacy, have three children: Evan, Owen, and Olivia.
Effective March 1, 2025, Lieutenant Donald Crump, Division of Drug and Crime Control (DDCC), will be promoted to the rank of captain and will serve as the director of the Division of Drug and Crime Control.
Crump was appointed to the Patrol on January 1, 1997, as a member of the 73rd Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 15, St. Francois/Washington counties. He transferred to Division of Drug & Crime Control, General Headquarters, on August 1, 2000. On June 1, 2003, he transferred to Troop C, Zone 15, Washington/St. Francois counties. On November 28, 2004, Crump returned to the Division of Drug & Crime Control where he was a member of the Troop C Narcotics Unit. While serving in that division, he was promoted to corporal (February 5, 2006) and sergeant (January 1, 2010). Crump completed Police Leadership

and designated assistant director of the Drug & Crime Control Division, General Headquarters, Jefferson City on August 1, 2019.
Captain Crump grew up in Bonne Terre, Mo. He graduated from North County High School in Desloge, Mo. He earned an Associate of Arts from Mineral Area College in Park Hills, Mo. in 1994. In 1996, he earned a Bachelor of Arts from what is now Lindenwood University in St. Charles, Mo. Captain Crump is married to Emily (Hopwood), and has two children.
