Lieutenant Colonel David A. Flannigan, assistant superintendent of the Patrol, will retire September 1, 2025, after 32 years, eight months of dedicated service. Flannigan was appointed to the Patrol on January 1, 1993, as a member of the 65th Recruit Class. After graduating from the Academy, he was assigned to Troop C, Zone 5, Lincoln and Pike counties. He was promoted to corporal on June 1, 1998, and designated assistant zone supervisor of Troop C, Zone 17, Lincoln and Pike counties. On January 1, 2001, he transferred to the Training Division, General Headquarters, Jefferson City, MO. While assigned to the Training Division, Flannigan was promoted to sergeant on April 7, 2002. He transferred to the Professional Standards Division, General Headquarters, on June 1, 2007, where he remained after being promoted to lieutenant on December 1, 2007. On January 1, 2009, Flannigan transferred to the Human Resources Division. He was promoted to captain and designated director of the Human Resources Division on September 1, 2012. Flannigan was promoted to major on April 1, 2017, and designated commander of the Technical Services Bureau, General Headquarters. As commander of the Technical Services Bureau, he had oversight responsibility for the Criminal Justice Information Services Division, Communications Division, and Patrol Records Division. On December 1, 2022, Flannigan was promoted to lieutenant colonel where he served as assistant superintendent of the Patrol and a member of the Patrol’s Command Staff. In addition to acting in the superintendent’s absence and at his request, Lt. Col. Flannigan has had direct oversight over the Professional Standards Division, Public Information and Education Division, and the Patrol's legal counsel. Lieutenant Colonel Flannigan was born in Tremont, IL, and graduated from Tremont Community High School in 1987. He earned a Bachelor of Science in law enforcement administration from Western Illinois University in 1991. In 2011, he graduated from Northwestern University’s School of Police Staff and Command. He completed the IACP Leadership in Police Organizations course in 2013. Lt. Col. Flannigan earned a master’s degree in criminal justice and sociology from Lincoln University in 2015.
