EMPHASIS: Troop C Announces Promotion

Captain Kevin W. Malugen, commanding officer of Troop C, Weldon Spring, announces the following Troop C promotion effective October 1, 2025.

Trooper Seth Kmets was promoted to the rank of corporal and will be assigned as the assistant zone commander in Zone 16, serving the citizens of Ste. Genevieve and Perry Counties. Kmets was appointed to the Missouri State Highway Patrol on January 2, 2019, as a member of the 107th recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 12, serving the citizens of Jefferson County. Corporal Kmets is a native of Crystal City, MO, and graduated high school from Crystal City High School in 2013. From 2013 through 2019, he was a member of the Missouri Army National Guard, where he served as an infantryman.
