EMPHASIS: Captain Powell Announces Promotions


Captain Robert L. Powell, commanding officer of Troop A, Lee's Summit, announces the following promotions effective May 1, 2010:

Corporal Andrew J. Bell was promoted to the rank of sergeant and designated the zone supervisor of Zone 7, Jackson County. Bell was appointed to the Patrol on October 20, 2002, as a member of the 80th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop A, Zone 11, Cass County. In November 2005, he transferred to Zone 7, Jackson County. In December 2007, he was promoted to corporal and assigned to Zone 8, Lafayette County.
Bell was born in Kansas City, Missouri. He graduated from Camdenton High School in Camdenton, Missouri, in 1995. He earned a bachelor's of science degree in organizational communications from Missouri State University in Springfield, Missouri, in 1999. Bell worked for the Missouri State Water Patrol before joining the Highway Patrol. Sergeant Bell and his wife, Julie (Stockamp), formerly of Macon, Missouri, are expecting their first child in September.

Corporal Brian E. Kelley was promoted to the rank of sergeant and will be designated the zone supervisor of Zone 1, Platte County. Kelley was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Troop H, St. Joseph, serving Buchanan and Andrew counties. In October 2006, Kelley transferred to Troop A, Lee’s Summit, and was assigned to Zone 2, Platte County. In November 2008, he was promoted to corporal and assigned to Zone 1, Platte County.
Kelley was born in Brookfield, Missouri. He graduated from Brookfield R-3 High School, in Brookfield, in 1993. He earned a bachelor's degree in criminal justice from Missouri Western State University, in St. Joseph, Missouri, in 1997. Kelley worked for the Marceline Police Department and the Moberly Police Department before joining the Highway Patrol. Sergeant Kelley is married to Deanna (Wright), and they have two children: Ethan, 6, and Brynn, 2.

Corporal William W. Lowe was promoted to the rank of sergeant and will remain in his current assignment as a Troop A public information and education officer. Lowe was appointed to the Patrol on July 1, 1995, as part of the 70th Recruit Class, and was assigned to Troop C, St. Louis, serving Franklin County. He was promoted to the rank of corporal and designated as the assistant zone supervisor of Zone 11, Franklin County, in February 2007. In October 2009, he was assigned to Troop A Headquarters, Lee’s Summit, to serve as a public information and education officer.
Before joining the Patrol, he earned a bachelor’s of science degree in psychology in 1993, from Missouri State University, in Springfield. While in the Patrol Academy, Lowe earned an associate’s degree in criminal justice from Mineral Area Community College. He is originally from St. Joseph, Missouri, and graduated from Lafayette High School, in St. Joseph, in 1987. Sergeant Lowe is married to Jennifer (Carlson), formerly of Emporia, Kansas, and they have two children: Cameron, 8, and Avery, 5.

Corporal Robert B. "Brooks" McGinnis was promoted to sergeant and will remain in his current assignment, Troop A Criminal Interdiction / K-9 Unit. McGinnis was appointed to the Patrol on March 15, 2000, as part of the 77th Recruit Class, and was assigned to Troop A, Zone 8, Lafayette County. He was promoted to the rank of corporal and designated as the assistant zone supervisor of Zone 8, Lafayette County, in September 2007. In September 2008, he was assigned to the Troop A Criminal Interdiction / K-9 Unit.
McGinnis was born in Springfield, Missouri, and grew up in Gainesville, Missouri. He was home schooled before earning his general education diploma from the state of Missouri. Sergeant McGinnis is married to Heather (Rosson), formerly of Mountain Home, Arkansas, and they have two children: Sijan and Samara.
