EMPHASIS: Troop C Announces Promotions

Captain Kevin W. Malugen, commanding officer of Troop C, Weldon Spring, announces the following Troop C promotions effective November 16, 2025.

Corporal Dallas Thompson is being promoted to the rank of Sergeant and will remain in his current role as a public information and education officer for Troop C. Thompson was appointed to the Missouri State Highway Patrol on October 20, 2002, as a member of the 80th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 14, serving the citizens of St. Francois and Washington counties. He transferred to the Troop C Public Information and Education Division on August 1, 2015, and was promoted to Corporal in the division on August 1, 2017.

Sgt. Thompson is a native of Potosi, MO, and graduated from Potosi High School in 1995.

Corporal Alex Shibley is being promoted to the rank of Sergeant and will be assigned as the zone commander of Zone 14, serving the citizens of St. Francois and Washington counties. Shibley was appointed to the Missouri State Highway Patrol on January 2, 2014, as a member of the 98th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 14. Shibley was promoted to Corporal on July 1, 2019, and remained in Zone 14.

Sgt. Shibley is a native of Bonne Terre, MO, and graduated from North County High School in Bonne Terre in 1995.

Trooper Ryan Steele is being promoted to the rank of Corporal and will be assigned as the assistant zone supervisor of Troop C, Zone 14. Steele was appointed to the Missouri State Highway Patrol on January 6, 2020, as a member of the 109th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 10, serving the citizens of Franklin County.

Steele is a native of Ironton, MO, and graduated from Arcadia Valley High School in Ironton in 2009.
