EMPHASIS: Officer Involved Shooting In Troop C, St. Louis County

At 3:54 p.m., September 6, 2024, the Texas Department of Public Safety (DPS) contacted the Patrol and reported that Ryan D. Phillips, 33, St. Louis, Missouri, was enroute to the St. Louis region from Texas in a red Range Rover. Texas DPS further reported Delisha D. Evans, 30, Princeton, Texas, was possibly in the vehicle with Phillips, and they had concerns for her safety.

At 5:35 pm, troopers observed the vehicle traveling on eastbound Interstate I-44 at Missouri Highway 141 and attempted to conduct a traffic stop. Phillips fled on eastbound Interstate I-44, exited at Elm Street and continued to South Rock Hill Road. Phillips crashed and the vehicle overturned on Rock Hill Road at Pardee Road. A few moments later, troopers reported shots had been fired.

The preliminary investigation revealed troopers fired their duty weapons and a firearm was recovered at the scene of the crash. Phillips and Evans were found deceased in the vehicle. No other injuries were reported. The causes of the deaths are pending the results of the autopsies.

The investigation is ongoing by criminal investigators with the Missouri State Highway Patrol’s Division of Drug and Crime Control. Upon completion of the investigation, the reports will be forwarded to the St. Louis County Prosecuting Attorney for review.
