EMPHASIS: Colonel Eric T. Olson Announces Promotions

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, announces the following promotions:

Lieutenant Matthew J. Broniec, Q/BPD, was promoted to the rank of captain effective October 1, 2022, where he will serve as the director of the Budget & Procurement Division.

Broniec was appointed to the Patrol on January 1, 1995, as a member of the 69th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy on June 22, 1995, he was assigned to Troop F, Zone 4, Audrain County. Broniec served as a K9 handler from 1998 to 2009, partnering first with K9 Edyn and later with K9 Kai. Broniec was promoted to corporal on May 1, 2000. On July 1, 2009, he was promoted to the rank of sergeant and designated zone supervisor of Troop F, Zone 10, Boone County. Broniec was promoted to the rank of lieutenant, and designated assistant director of the Budget and Procurement Division, General Headquarters, Jefferson City, MO, on June 1, 2021.

Captain Broniec was born in Creve Coeur, MO, and graduated from De Smet Jesuit High School in 1990. He is a graduate of the University of Missouri-St. Louis in St. Louis, MO, where he earned a Bachelor of Science in business administration in 1994. In 2015, he completed the Leadership in Police Organizations course. Lt. Broniec and his wife, Carrie, have two children, Jacob and Rachael.

Lieutenant Andrew O. Tourney, Q/GD, was promoted to captain and designated director of the Gaming Division, General Headquarters, Jefferson City, MO, effective October 1, 2022.

Tourney was appointed to the Patrol on July 1, 1995, as a member of the 70th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop H, Zone 2, Nodaway County. In December 2001, he was promoted to corporal and transferred to Troop H, Zone 5, Andrew/Buchannan counties. Tourney was promoted to sergeant in March 2004, and transferred to Troop H, Zone 4, Grundy/Livingston/Mercer counties. In October 2008, he was promoted to lieutenant and transferred to Troop C, Weldon Spring, MO. He transferred to the Gaming Division, General Headquarters, Jefferson City, and was designated an assistant director September 1, 2011.

Captain Tourney was born in Columbia, MO. He graduated from Hannibal High School in 1990. In May 1994, he earned a Bachelor of Science in justice systems from Northeast Missouri State University (now Truman State University) in Kirksville, MO. He attended the Northwestern School of Police Staff and Command in 2011. Captain Tourney and his wife, Carrie, have two children, Cole and Anna.

Sergeant Steven B. Johnson, Troop F, was promoted to the rank of lieutenant and assigned to the Field Operations Bureau, General Headquarters, Jefferson City, MO, effective October 1, 2022.

Johnson was appointed to the Patrol on January 7, 2007, as a member of the 86th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop F, Zone 8, Callaway County. He was promoted to corporal and designated assistant zone supervisor of Troop F, Zone 8, Callaway County, on October 1, 2012. He transferred to Troop F, Zone 13, criminal interdiction, on February 1, 2014. Johnson was promoted to sergeant on May 1, 2015, and remained in Zone 13.

Lieutenant Johnson is a 2004 graduate of Jefferson City High School, Jefferson City, MO. He attended Truman State University, in Kirksville, Missouri. In 2007, he earned an associate degree in criminal justice from Mineral Area College in Parks Hills, Missouri. He completed IACP’s Leadership in Police Organizations training in 2017. Lt. Johnson is married to Jordi Johnson, and they have two children, Scout and Crew.
