EMPHASIS: Lt. Michael A. Halford, Lt. Roger L. Phillips Promoted

Colonel Eric T. Olson, superintendent of the Missouri Highway Patrol, announces the following promotions effective February 1, 2023.

Lieutenant Michael A. Halford, Field Operations Bureau, General Headquarters, Jefferson City, MO, is being promoted to captain and named director of the Missouri Information Analysis Center, General Headquarters.

Halford was appointed to the Patrol on February 1, 1998, as a member of the 75th Recruit Class. After completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 7, Cooper and Howard counties. In November 2003, he was promoted to corporal and designated assistant zone supervisor of Troop F, Zone 8, Callaway County. In May 2007, he transferred to Troop F, Zone 2, Cole County. Halford was promoted to sergeant and designated zone supervisor of Troop F, Zone 3, Boone County, in October 2013. In August 2017, he transferred to the Field Operations Bureau, General Headquarters, to serve as a grants project specialist. He was promoted to lieutenant in September 2017, remained in the Field Operations Bureau, and became the Patrol’s homeland security coordinator.

Captain Halford was born in Columbia, MO, and graduated from St. Joseph Central High School in St. Joseph, MO, in 1994. He attended Missouri Western State University, in St. Joseph, MO, and graduated with a Bachelor of Science in criminal justice in 1998. He graduated from Leadership in Police Organizations training in 2016, and attended Northwestern University School of Police Staff and Command in 2021. Captain Halford is married to Ashley, and they have one daughter, Brooke.

Lieutenant Roger L. Phillips Jr., assistant director of the Division of Drug & Crime Control, General Headquarters, Jefferson City, MO, is being promoted to captain and named director of that division.

Phillips was appointed to the Patrol on February 1, 1998, as a member of the 75th Recruit Class. After completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 6, Buchanan and Andrew counties. In November 2002, he transferred to the Division of Drug & Crime Control, Troop H Unit, as a polygraph examiner and criminal investigator. In February 2006, he was promoted to corporal, and in July 2009, he was promoted to sergeant while serving in that assignment. In November 2012, he transferred within DDCC to the Organized Crime/Anti-Terrorism Unit. He was named supervisor of the Criminal Investigation Unit serving the Troop H area in 2015. Phillips served in the Gaming Division from May to July 2018, and was assigned to the Argosy Casino. He returned to DDCC as the supervisor of the Criminal Investigation Unit (Troop H) in July 2018. Phillips was promoted to lieutenant in August 2018 and remained in DDCC.

Captain Phillips was born in St. Joseph, MO, and graduated from Benton High School in St. Joseph, MO, in 1989. He graduated from Leadership in Police Organizations training in 2016. Captain Phillips is married to Julia, and they have two children, Erica and Jacob.
