Troop A Announces Promotions
Captain Scott A. Shipers, commanding officer of Troop A, Lee’s Summit, announces the following promotions effective April 1, 2020.
Corporal David W. Campbell was promoted to the rank of sergeant and designated the zone supervisor of Zone 19, which serves northern region of Troop A. Campbell was appointed to the Missouri State Water Patrol on January 2, 1990, as a member of its 25th Recruit Class. After graduating from the Water Patrol’s Law Enforcement Academy, he was assigned to District 6, which served Jackson County. Campbell was promoted to the rank of corporal in 2001 and remained assigned District 6. Upon the merger of the Missouri State Water Patrol and Missouri State Highway Patrol on January 1, 2011, Campbell was assigned to Troop A as a marine enforcement trooper, which covered the northern region of Troop A.
Sergeant Campbell was born in Virginia. He graduated from Poplar Bluff High School, in Poplar Bluff, Missouri, in 1981. Before joining the Patrol, he earned a Bachelor of Science and Master of Arts in Health and Physical Education from University of Missouri-Columbia in 1987. Sergeant Campbell is married and has children.

Corporal Ryan J. Wilhoit was promoted to the rank of sergeant and designated the zone supervisor of Zone 3, which serves Clay County. Wilhoit was appointed to the Missouri State Highway Patrol on October 17, 2004, as a member of the 83rd Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 6, Andrew and Buchanan counites. He transferred to Troop A, Zone 3, Clay County, in 2007. Wilhoit was promoted to the rank of corporal and transferred to Zone 1, Platte County, in 2014.
Sergeant Wilhoit was born in Smithville, Missouri. He graduated from North Kansas City High School, in North Kansas City, Missouri, in 2000. Before joining the Patrol, he earned a Bachelor of Science in criminal justice from University of Central Missouri in Warrensburg, Missouri, in 2004. Sergeant Wilhoit is married to Stephanie (Peters) Wilhoit, who is originally from Bendena, Kansas. He and his wife have three sons, Jack (9), Luke (5), and Reid (1).

Trooper Emilio J. Villanueva was promoted to the rank of corporal and designated as an assistant zone supervisor of Zone 2, which serves Platte County. Villanueva was appointed to the Missouri State Highway Patrol on July 1, 2014, as a member of the 99th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 11, Cass County.
Corporal Villanueva was born in Marshall, Missouri. He graduated from Nixa High School, in Nixa, Missouri, in 2010. Before joining the Patrol, he earned a Bachelor of Science in Criminology from Drury University in Springfield, Missouri, in 2014. Corporal Villanueva is married to Kathleen (Collett) Villanueva who is originally from Saint Peters, Missouri. He and his wife have a daughter, Cora (1).

Communications Operator III Angelina R. Tidd was promoted to assistant chief operator and designated as an assistant supervisor of communications at Troop A. Tidd was hired by the Patrol on May 17, 2010 and assigned to Troop A Headquarters in Lee’s Summit, Missouri.
Assistant Chief Operator Tidd was born in Reno, Nevada. She was home schooled and received her GED from Arizona in 2001. Before joining the Patrol, she earned an associate degree in broadcasting in 2001 and an associate degree in general education in 2004 from Arizona Western College in Yuma, Arizona. Additionally, in 2004 she earned a Bachelor of Arts in business administration from Northern Arizona University, in Yuma, Arizona. ACO Tidd is married to Scott Tidd who is originally from Wausau, Wisconsin.
