EMPHASIS: Colonel Eric T. Olson Announces Promotions Effective December 1, 2022

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, announces the following promotions effective December 1, 2022:

Major David A. Flannigan, commander of the Technical Services Bureau, is being promoted to lieutenant colonel. As lieutenant colonel, he will serve as the assistant superintendent and as a member of the Patrol’s Command Staff. He will act in the superintendent’s absence and at his request, and will have direct oversight over the Professional Standards Division, Public Information and Education Division, and the Patrol's legal counsel.

Flannigan was appointed to the Patrol on January 1, 1993, as a member of the 65th Recruit Class. After graduating from the Academy, he was assigned to Troop C, Zone 5, Lincoln and Pike counties. He was promoted to corporal on June 1, 1998, and designated assistant zone supervisor of Troop C, Zone 17, Lincoln and Pike counties. On January 1, 2001, he transferred to the Training Division, General Headquarters, Jefferson City, MO. While assigned to the Training Division, Flannigan was promoted to sergeant on April 7, 2002. He transferred to the Professional Standards Division, General Headquarters, on June 1, 2007, where he remained after being promoted to lieutenant on December 1, 2007. On January 1, 2009, Flannigan transferred to the Human Resources Division. He was promoted to captain and designated director of the Human Resources Division on September 1, 2012. Flannigan was promoted to major on April 1, 2017, and designated commander of the Technical Services Bureau, General Headquarters. As commander of the Technical Services Bureau, he had oversight responsibility for the Criminal Justice Information Services Division, Communications Division, and Patrol Records Division. In addition to commanding the Technical Services Bureau, Flannigan served as a member of the Patrol’s Command Staff.

Lieutenant Colonel Flannigan was born in Tremont, IL, and graduated from Tremont Community High School in 1987. He earned a Bachelor of Science in law enforcement administration from Western Illinois University in 1991. In 2011, he graduated from Northwestern University’s School of Police Staff and Command. He completed the IACP Leadership in Police Organizations course in 2013. Lt. Col. Flannigan earned a master’s degree in criminal justice and sociology from Lincoln University in 2015.

Captain Christopher S. Jolly, director of the Missouri Information Analysis Center, General Headquarters, Jefferson City, is being promoted to major and designated commander of the Technical Services Bureau, General Headquarters. As commander of the Technical Services Bureau, he will have oversight responsibility for the Criminal Justice Information Services Division, Communications Division, and Patrol Records Division. In addition to commanding the Technical Services Bureau, Jolly will serve as a member of the Patrol’s Command Staff.

Jolly was appointed to the Patrol on February 1, 1998, as a member of the 75th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 11, Cass County. He was promoted to corporal on June 29, 2003, and designated assistant zone supervisor of Zone 6, Jackson County. He transferred to the Gaming Division, General Headquarters, Jefferson City, on November 25, 2007.
Jolly was promoted to sergeant on October 1, 2009, and remained in the Gaming Division. On September 1, 2012, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters. Jolly was promoted to captain and designated director of the Gaming Division on March 1, 2015. He transferred to the Criminal Justice Information Services Division, General Headquarters, Jefferson City, on January 1, 2017, and served as director. On November 1, 2021, he was named director and transferred to the Missouri Information Analysis Center.

Major Jolly grew up in Monett, MO, and graduated from Monett High School in 1990. He graduated with a Bachelor of Science in sociology from Missouri State University in Springfield, MO, in 1995. He completed the Police Leadership: The West Point Model-executive course in 2019.

Captain Paul D. Kerperin, Q/DDCC, is being promoted to major and designated commander of the Criminal Investigation Bureau, General Headquarters, Jefferson City, MO. As commander of the Criminal Investigation Bureau, he will have oversight responsibility for the Crime Laboratory Division, Division of Drug & Crime Control, Gaming Division, and Missouri Information Analysis Center. He will also serve as a member of the Patrol’s Command Staff.

Kerperin was appointed to the Patrol on July 1, 1995, as a member of the 70th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop F, Zone 12, Osage and Gasconade counties. On August 1, 2000, he was promoted to corporal and designated assistant zone supervisor of Troop F, Zone 2, Cole County. Kerperin was promoted to sergeant and assigned to Troop F Headquarters, Jefferson City, on June 24, 2007. He was promoted to lieutenant and assigned to the Field Operations Bureau, General Headquarters, on July 1, 2010. Kerperin was promoted to captain and designated director of the Patrol Records Division on August 1, 2014. He was designated director of the Division of Drug and Crime Control and transferred January 1, 2017.

Major Kerperin grew up in the Jefferson City area, and graduated from Blair Oaks High School. In 1994, he graduated from Lincoln University, in Jefferson City, MO, with a Bachelor of Science in criminal justice. In December 2011, he graduated from the Northwestern University School of Police Staff and Command. In 2019, he completed Police Leadership: The West Point Model Executive Level Course. Major Kerperin and his wife, Shauna (Huenink), have three children: Kallie, Kasey, and Brady.
