EMPHASIS:
St. James, MO, Man Charged With Child Sex Crimes.
The Missouri State Highway Patrol’s Division of Drug and Crime Control (DDCC) announces the arrest of Carl E. Swanson, 41, of St. James, MO. Swanson was arrested on November 5, 2025, in connection with a sexual abuse investigation conducted by the Troop I Criminal Investigative Unit of the Missouri State Highway Patrol.
On April 28, 2025, the Phelps County Sheriff’s Office requested DDCC investigate allegations of child sex abuse, involving former Doolittle Police Department Officer, Carl E. Swanson. On November 5, 2025, following a lengthy investigation, DDCC investigators arrested Swanson in connection with the alleged incident. Swanson was transported to the Phelps County Jail and placed on an investigative hold.
On November 5, 2025, the Phelps County Prosecuting Attorney formally charged Swanson with one count each: 1st Degree-Child Molestation, 2nd Degree-Statutory Rape, and 2nd-Degree Statutory Sodomy. Swanson is being held in the Phelps County Jail, with a $250,000.00 bond.
The above charges are mere accusations and are not evidence of guilt. Evidence in support of these charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence. DDCC encourages individuals to promptly report to the Patrol or local law enforcement, anyone who commits crimes against children.
