EMPHASIS: Officer-Involved Shooting

At approximately 10:25 p.m. on February 19, 2019, the Cape Girardeau Police Department was called to the intersection of Green Acres and Rand streets regarding a domestic incident involving a gun.

Arriving officers discovered a man armed with a handgun, standing over a female in the yard next to the female’s residence. Officers gave the man verbal commands to drop his weapon. He did not comply and turned toward the officers. Officers again gave verbal commands for the subject to drop the handgun. He did not comply and officers fired their weapons at him. The man was subsequently shot and incapacitated. The preliminary investigation revealed the female had been shot by the man prior to the officers’ arrival. Both subjects were transported to a local hospital for treatment.

On February 20, 2019, the suspect, who was identified as Hubert J. Ray, 56, of Cape Girardeau, was charged by the Cape Girardeau County Prosecuting Attorney with domestic assault in the 1st degree, armed criminal action, and burglary in the 1st degree. Ray’s bond was set at $1,000,000.

The above charges are mere accusations and are not evidence of guilt. Evidence in support of these charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.

At the request of the Cape Girardeau Police Department, the Missouri State Highway Patrol’s Division of Drug and Crime Control is investigating the officer-involved shooting.
