EMPHASIS: Troop C Announces Promotions Captain Kevin W. Malugen, commanding officer of Troop C, Weldon Spring, announces the following Troop C promotions effective March 1, 2025. Corporal Brent Fowler is being promoted to the rank of sergeant and will be assigned as the commander of Zone 16, serving the citizens of Ste. Genevieve and Perry counties. Fowler was appointed to the Missouri State Highway Patrol on October 16, 2001, as a member of the 79th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 6, serving the citizens of Moniteau and Morgan counties. In January 2006, Fowler transferred to Troop C, Zone 16, Ste. Genevieve and Perry Counties. In 2008, he was promoted to corporal and remained in Zone 16. Sergeant Fowler is a native of Park Hills, Missouri and graduated from Park Hills High School in 1992. He has also served on the Troop F and Troop C SWAT teams since 2004. In 2021 he was appointed as the Troop C SWAT coordinator and still serves the team in that capacity. Corporal Mark Hedland is being promoted to the rank of sergeant and will be assigned as the commander of Zone 7, serving the citizens of Warren County. Hedland was appointed to the Missouri State Highway Patrol on January 16, 2013, as a member of the 96th recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 11, serving the citizens of Franklin County. On February 1, 2020, he was promoted to corporal and transferred to Zone 10, which also serves Franklin County. Sergent Hedland is a native of O’Fallon, Missouri and graduated from Christian High School in O’Fallon, in 2008. After high school, he attended Lindenwood University where he earned a Bachelor of Science degree in Criminal Justice. Corporal Adam Michels is being promoted to the rank of sergeant and will remain in his current assignment in the Troop C Marine Division. Michels was appointed to the Missouri State Highway Patrol in July 2010, as a member of the 92nd recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 4, serving the citizens of South St. Louis County and Northern Jefferson County. In July 2015, he transferred to the Troop C Marine Division. In October 2017, he transferred from the Marine Division to Zone 19, Lincoln and Pike counties. In May of 2020, he transferred back to the Troop C Marine Division and was promoted to Corporal in June of 2020. Sergeant Michels is a native Germantown, Illinois. He graduated from Mater Dei Catholic High School in 2004. Trooper Cole Cherry is being promoted to corporal and will be assigned as the assistant commander of Zone 3, serving the citizens of South St. Louis County and Northern Jefferson County. Cherry was appointed to the Missouri State Highway Patrol on January 2, 2017, as a member of the 104th recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 12, serving the citizens of Jefferson County. Corporal Cherry is a native of Crystal City, Missouri. He graduated from Crystal City High School in 2012. Trooper Alonzo Collins is being promoted to corporal and will be assigned as the assistant commander of Zone 9, serving the citizens of St. Charles County. Collins was appointed to the Missouri State Highway Patrol on January 2, 2019, as a member of the 107th recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 1, serving the citizens of North St. Louis County. Corporal Collins is a native of Belleville, Illinois.
