EMPHASIS: Troop C Announces Promotion and Transfer Captain Kevin W. Malugen, commanding officer of Troop C, Weldon Spring, announces the following Troop C promotions effective February 1, 2025:
Corporal Donald Bilyeu is promoted to the rank of sergeant and will be assigned as the commander of Zone 1, serving the citizens of North St. Louis County. Bilyeu was appointed to the Missouri State Highway Patrol on January 5, 2015, as a member of the 100th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 8, serving the citizens of St. Charles County. On March 1, 2020, he was promoted to corporal and remained in Zone 8.
Sergeant Bilyeu graduated from Litchfield Senior High School in Lichfield, Illinois, in 1997. After graduating high school, he attended Illinois College in Jacksonville, Illinois, where he earned a Bachelor of Science degree in finance. Sergeant Bilyeu has also served in the United States Marine Corps Reserves as well as the Illinois Army National Guard.
Corporal Travis Peters is promoted to the rank of sergeant and will remain in his current assignment as the Troop C K-9 handler and criminal interdiction trooper. Peters was appointed to the patrol on April 2, 2012, as a member of the 95th recruit class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Zone 4, serving the citizens of South St. Louis County. On August 27, 2018, he was promoted to Corporal and transferred to St. Genevieve County. On February 1, 2019, he transferred to Zone 6 and became the Troop C K-9 handler.
Sergeant Peters graduated Meramec Valley Christian High School in 2001. After graduating high school, he attended Pensacola Christian College, in Pensacola, Florida, where he earned a Bachelor of Science degree in Criminal Justice.
