Captain Scott Shipers Announces Promotions
Captain Scott A. Shipers, commanding officer of Troop A, Lee’s Summit, is pleased to announce the following promotions effective August 1, 2020.
Corporal J.D. Spire was promoted to the rank of sergeant and will remain in his current assignment as the Troop A property control supervisor. Spire was appointed to the Missouri State Highway Patrol on July 1, 1995, as a member of the 70th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Lafayette County. On February 6, 2005, he was promoted to corporal as the assistant zone supervisor of Zone 9, serving Lafayette County. In 2015, Spire transferred to Troop A Headquarters and was designated as the property control supervisor.
Sergeant Spire was born in Maryville, Missouri. He graduated from Blue Springs High School, in Blue Springs, Missouri, in 1986. He holds an associate degree in criminal justice from Mineral Area Community College in Park Hills, Missouri. Sergeant Spire is married to Shanda (Bradfield) and they have two children: Jonathon and Shelby, and two grandchildren: Bailey and Emma.
Corporal David J. Kline was promoted to the rank of sergeant and designated as the zone supervisor of Zone 5, which serves the citizens of Ray and Carroll counties. Kline was appointed to the Missouri State Highway Patrol on January 7, 2008, as a member of the 87th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Clay County. On October 1, 2014, he was promoted to corporal as the assistant zone supervisor of Zone 5, serving the citizens of Ray and Carroll counties.
Sergeant Kline was born in Kalamazoo, Michigan. He graduated from Anchor Christian Academy in Mexico, Missouri, in 2005. He holds an associate degree from Moberly Area Community College in Moberly, Missouri, as well as an associate degree in criminal justice from Mineral Area Community College in Park Hills, Missouri.
