EMPHASIS: Colonel Sandra K. Karsten Announces Transfer, Promotions Effective April 1, 2017

Colonel Sandra K. Karsten announces the following transfer, promotions effective April 1, 2017:

Major Sarah L. Eberhard will transfer to the Criminal Investigation Bureau, General Headquarters, Jefferson City, MO. She will have oversight responsibility for the Crime Laboratory Division, Division of Drug & Crime Control, Gaming Division, and Missouri Information Analysis Center. In addition to commanding the Criminal Investigation Bureau, she will serve as a member of the Patrol’s command staff.

Eberhard was appointed to the Patrol on January 1, 1993, as a member of the 65th Recruit Class. After graduating from the Academy, she was assigned to Troop H, Zone 5, Andrew and Buchanan counties. She was promoted to corporal on March 1, 1999, and designated assistant zone supervisor of Troop H, Zone 10, Daviess and Dekalb counties. On July 1, 2000, Eberhard was promoted to the rank of sergeant and designated zone supervisor of Troop H, Zone 9, Livingston County. She transferred to Troop H, Zone 7, Clinton and Caldwell counties on April 1, 2001. Eberhard transferred to the Division of Drug and Crime Control, General Headquarters, Jefferson City, on May 2, 2004. She was promoted to lieutenant on January 1, 2009, and remained in the Division of Drug and Crime Control. Eberhard was promoted to captain and designated director of the Division of Drug and Crime Control on September 1, 2012. Eberhard was promoted to major on May 1, 2015, and named commander of the Technical Services Bureau.

Eberhard was born in Kansas City, MO. She graduated from Raytown South High School in Raytown, MO, in 1988. She holds as associate of arts degree from the Metropolitan Community Colleges and a Bachelor of Science in criminal justice administration from the University of Central Missouri in Warrensburg, MO. In 2014, Major Eberhard completed the IACP Leadership in Police Organizations Executive Course.


Captain David A. Flannigan is being promoted to the rank of major and designated commander of the Technical Services Bureau, General Headquarters, Jefferson City. As commander of the Technical Services Bureau, he has oversight responsibility for the Criminal Justice Information Services Division, Communications Division, and Patrol Records Division. In addition to commanding the Technical Services Bureau, Flannigan will serve as a member of the Patrol’s command staff.

Flannigan was appointed to the Patrol on January 1, 1993, as a member of the 65th Recruit Class. After graduating from the Academy, he was assigned to Troop C, Zone 5, Lincoln and Pike counties. He was promoted to corporal on June 1, 1998, and designated assistant zone supervisor of Troop C, Zone 17, Lincoln and Pike counties. On January 1, 2001, he transferred to the Training Division, General Headquarters, Jefferson City, MO. While assigned to the Training Division, Flannigan was promoted to sergeant on April 7, 2002. He transferred to the Professional Standards Division, General Headquarters, on June 1, 2007, where he remained after being promoted to lieutenant on December 1, 2007. On January 1, 2009, Flannigan transferred to the Human Resources Division. He was promoted to captain and designated director of the Human Resources Division on September 1, 2012.


Flannigan was born in Tremont, IL, and graduated from Tremont Community High School in 1987. He earned a Bachelor of Science in law enforcement administration from Western Illinois University in 1991. In 2011, he graduated from Northwestern University’s School of Police Staff and Command. Flannigan completed the IACP Leadership in Police Organizations course in 2013. He earned a master’s degree in criminal justice and sociology from Lincoln University in 2015. Major Flannigan and his wife, Kathleen, have one son, Alexander.

Captain Vince S. Rice is being promoted to the rank of major and designated commander of the Administrative Services Bureau, General Headquarters, Jefferson City. As commander of the Administrative Services Bureau, he will have oversight responsibility for Career Recruitment Division, Human Resources Division, Research & Development Division, and Training Division. In addition to commanding the Administrative Services Bureau, Rice will serve as a member of the Patrol’s command staff.

Rice was appointed to the Patrol on July 1, 1990, as a member of the 63rd Recruit Class. After graduating from the Academy, he was assigned to Troop F, Zone 9, Montgomery and Gasconade counties. On July 1, 1995, he was promoted to corporal and designated assistant zone supervisor of Zone 8, Callaway County. Rice was promoted to sergeant and designated zone supervisor of Zone 12, Osage and Gasconade counties on September 1, 1997. On October 15, 2006, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City, MO. Rice was promoted to captain on June 1, 2011, and designated director of the Professional Standards Division. On July 1, 2013, he transferred and was named director of the Training Division.

Rice was born in Hartsburg, MO, and graduated from Southern Boone County R-1 High School in Ashland, MO, in 1987. He attended Columbia College and Lincoln University prior to his appointment to the Patrol. In 1990, he completed an associate of applied science degree in criminal justice from Mineral Area College in Park Hills, MO. Rice completed IACP’s Leadership In Police Organizations Training in 2013, and became a certified instructor for the course in 2016. Major Rice and his wife, Andrea, have three children, Cole, Nathaniel, and Trey.

Lieutenant Dusty L. Hoffman is being promoted to the rank of captain and designated director of the Governor’s Security Division, General Headquarters, Jefferson City.

Hoffman was appointed to the Patrol on August 1, 1993, as a member of the 66th Recruit Class. After graduating from the Academy, he was assigned to Troop F, Zone 6, Moniteau and Morgan counties. He transferred to Zone 3, Boone County, on May 1, 1995. Hoffman was promoted to corporal and designated assistant zone supervisor of Troop F, Zone 7, Cooper and Howard Counties, on December 1, 2001. On May 1, 2003, he transferred to the Gaming Division, General Headquarters, Jefferson City. Hoffman was promoted to sergeant on October 15, 2006. He transferred to the Governor’s Security Division, General Headquarters, Jefferson City, on September 19, 2010. On January 1, 2014, he was promoted to lieutenant and assigned to the research and Development Division, General Headquarters, Jefferson City.

Hoffman was born in Glasgow, MO, and graduated from the Howard County R-II High School in Glasgow, in May 1989. He joined in the U.S. Air Force in 1989, where he served as a law enforcement specialist assigned to Texas, Alaska, and Panama. Hoffman was honorably discharged in 1992. He earned a Bachelor of Science degree in criminal justice from Columbia College in Columbia, MO, in 2004. Hoffman completed the IACP’s Leadership In Police Organizations Training in 2013. Captain Hoffman and his wife, Sunny, have four children: Brenden, Alex, Reagan, and Kemper.
