EMPHASIS: Colonel Ron Replogle Announces Transfer, Promotions

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following transfer and promotions effective September 1, 2012:

Major Sandra K. Karsten, commander of the Administrative Services Bureau, will transfer and become the commander of the Technical Services Bureau within General Headquarters, Jefferson City. As commander of the Technical Services Bureau, Major Karsten will have oversight responsibility for the Criminal Justice Information Services Division, Information & Communications Technology Division, Research & Development Division, and Traffic Records Division.

Karsten was appointed to the Patrol on September 1, 1985, as a member of the 57th Recruit Class. Upon graduating from the Patrol’s Academy, she was assigned to Troop F, Zone 8, Callaway County. In 1992, she was promoted to corporal and assigned assistant zone commander of Zone 8. Karsten was promoted to sergeant in 1994, and designated zone commander of Zone 4, Audrain County. Karsten transferred to the Field Operations Bureau in General Headquarters on December 1, 1996. She was promoted to lieutenant on September 1, 1997, and remained within that component. On September 1, 1999, Karsten was promoted to captain and remained assigned to General Headquarters in the Field Operations Bureau. On July 1, 2001, Karsten was named director of the Human Resources Division. Karsten was promoted to the rank of major on August 1, 2011, and designated commander of the Administrative Services Bureau.

Karsten graduated from Putnam County High School in Unionville, Missouri, in 1981. In 1985, she earned a bachelor’s of science degree in criminal justice from Northeast Missouri State University (now Truman State University) in Kirksville, MO. In 2003, she earned a master’s degree in public administration from the University of Missouri. Major Karsten and her husband, Tim, have two sons, John and Paul.

Capt. Kemp A. Shoun, director of the Budget & Procurement Division, will be promoted to the rank of major and designated commander of the Administrative Services Bureau, General Headquarters, Jefferson City. As commander of the Administrative Services Bureau, Major Shoun will have oversight responsibility the Budget & Procurement Division, Human Resources Division, and the Training Division.

Shoun was appointed to the Patrol as a member of the 57th Recruit Class in September 1985. Upon graduation, he was assigned to Troop E, Pemiscot/New Madrid counties. He was assigned to Troop D, Jasper County, in 1990. While at Troop D, Shoun was promoted to corporal. In 1995, he was promoted to sergeant and assigned to Barry County. In May 1998, Shoun transferred to the Human Resources Division, General Headquarters, Jefferson City, as the assistant division director. He was promoted to lieutenant in August 1998. On February 1, 2004, Shoun was promoted to captain and designated director of the Budget & Procurement Division.

Shoun was born in Pennsylvania. He graduated from Miller High School in Miller, MO, in 1979. He earned a bachelor’s of science degree in criminal justice from Missouri Southern State University in Joplin, in 1983. Prior to the Patrol, Shoun was employed by the Carthage Police Department. Major Shoun and his wife, Tessy (McMullen), have one daughter, Hillary.

Lieutenant Lance M. MacLaughlin will be promoted to the rank of captain and designated director of the Budget and Procurement Division, General Headquarters, Jefferson City.

Captain MacLaughlin joined the Patrol on July 1, 1995, as a member of the 70th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 1, Platte County. He transferred to Zone 10, Saline County, in May 1997. MacLaughlin was promoted to corporal on August 1, 2001, and was designated assistant zone supervisor of Zone 10. On November 16, 2003, he was promoted to sergeant and designated zone supervisor of Zone 16, Benton County. On January 1, 2006, he transferred to the Training Division, General Headquarters, Jefferson City, as an instructor. In August of that same year, he transferred to the Professional Standards Division. MacLaughlin was promoted to lieutenant on July 1, 2007. He was designated assistant director of the Professional Standards Division on June 1, 2011.

Capt. MacLaughlin was born in Fort Benning, GA. He graduated from Marshal High School, Marshall, MO, in 1988. He earned a bachelor’s of science degree in sociology from Missouri Valley College, Marshall, MO, in 1991. In 2000, he earned his master’s of science degree in criminal justice administration from the University of Central Missouri (then Central Missouri State University). Capt. MacLaughlin and his wife, Jan (Eidson), have two sons, Bradley and Ian.
