EMPHASIS: Colonel Ron Replogle Announces Promotions

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following promotions effective August 1, 2011:

Lieutenant Michael V. Meyer will be promoted to the rank of captain and remain in his present position as director of the Governor’s Security Division, General Headquarters, Jefferson City.

Meyer was appointed to the Patrol on January 5, 1981, as a member of the 54th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop C, Zone 7, Pike/Lincoln counties. On May 1, 1990, he transferred to Troop B, Macon. He was promoted to corporal and designated assistant zone supervisor of Troop B, Zone 4, Milan, on September 1, 1990. Meyer transferred to the Division of Drug and Crime Control, General Headquarters, Jefferson City, on January 1, 1992. He was promoted to sergeant on January 1, 1998. On November 1, 1999, Meyer transferred to the Governor’s Security Division, General Headquarters, Jefferson City. He was designated assistant division director of that division on June 1, 2001. Meyer was promoted to lieutenant on October 15, 2006, and designated director of the Governor’s Security Division.

Meyer was born in St. Charles, MO. He graduated from Duchesne High School, in 1974. He holds a bachelor’s of science degree in law enforcement from Northeast Missouri State University (now Truman University), in Kirksville, MO. Capt. Meyer and his wife, Shelley, have three children: Blakeley, Rachel, and John.

Lieutenant I. David Smith will be promoted to the rank of captain and be designated director of the Human Resources Division, General Headquarters, Jefferson City.

Smith was appointed to the Patrol on January 3, 1983, as a member of the 55th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop H, Zone 1, Atchison/Holt counties. On November 1, 1987, he transferred to Troop H, Zone 7, Clinton/Daviess/DeKalb counties. He was promoted to corporal and designated assistant zone supervisor of Troop H, Zone 8, Clinton/Daviess/DeKalb counties, on June 1, 1990. Smith was promoted to sergeant on January 1, 1992, and designated zone supervisor of Troop H, Zone 1, Atchison/Holt counties. From February 1, 1993 until June 1, 1998, Smith served as public information and education officer for Troop H, St. Joseph, MO. On June 1, 1998, Smith was promoted to lieutenant and assigned to Troop A, Lee’s Summit.

Smith was born in Lathrop, MO. He graduated from Lathrop High School, in 1978. He holds both an associate’s of science degree and bachelor’s of science degree from Missouri Western State College. Capt. Smith is married to Vonda K. (Larkin) of Lexington, MO. He has two sons, Jeffrey and Blake.
