EMPHASIS: Colonel Ron Replogle Announces Promotions, Transfer Effective December 1, 2014

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following promotions and transfer effective December 1, 2014:

Captain Malik A. Henderson will be promoted to the rank of major and assigned commander of the Administrative Services Bureau, General Headquarters, Jefferson City. As commander of the Administrative Services Bureau, Major Henderson will have oversight responsibility for the Budget & Procurement Division, Human Resources Division, and the Training Division.

Henderson was appointed to the Patrol on July 3, 1988, as a member of the 60th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, Henderson was assigned to Troop E, Zone 10, Dunklin County. On May 1, 1990, he transferred to Troop C, St. Louis. He was promoted to corporal on September 1, 1995, and assigned to Zone 1, St. Louis County. Henderson was promoted to sergeant on October 1, 1999, and designated zone supervisor of Zone 2, St. Louis County. On January 7, 2007, he was promoted to lieutenant and supervised District 2 operations for Troop C, Weldon Spring. Henderson was promoted to captain on March 1, 2010, and designated director of the Motor Vehicle Inspection Division, General Headquarters, Jefferson City. He transferred to the Professional Standards Division on July 1, 2013, where he served as the director. In addition to commanding the Administrative Services Bureau, Major Henderson also will serve as a member of the Patrol’s command staff.

Henderson was born in St. Louis, MO. He graduated from O’Fallon Tech High School in St. Louis, in 1981. He attended Alcorn State University in Lorman, MS. Henderson graduated from the 235th Session of the FBI National Academy Program at Quantico, VA, in 2008. He graduated from the Leadership Missouri program sponsored by the Missouri Chamber of Commerce and Industry in 2014. Major Henderson and his wife, Renee D. (Parson), have two sons: Rasheed and Mehki.

Major Kemp A. Shoun will transfer from commander of the Administrative Services Bureau, General Headquarters, Jefferson City, MO, to the position of chief of staff and remain at General Headquarters. The chief of staff serves at the pleasure of the superintendent and is considered a member of the Patrol’s command staff.

Shoun was appointed to the Patrol as a member of the 57th Recruit Class in September 1985. Upon graduation, he was assigned to Troop E, Pemiscot/New Madrid counties. He was assigned to Troop D, Jasper County, in 1990. While at Troop D, Shoun was promoted to corporal. In 1995, he was promoted to sergeant and assigned to Barry County. In May 1998, Shoun transferred to the Human Resources Division, General Headquarters, Jefferson City, as the assistant division director. He was promoted to lieutenant in August 1998. On February 1, 2004, Shoun was promoted to captain and designated director of the Budget & Procurement Division. On September 1, 2012, Shoun was promoted to the rank of major and designated commander of the Administrative Services Bureau.

Shoun graduated from Miller High School in Miller, MO and earned a criminal justice degree from Missouri Southern State University. He is a graduate of the Northwestern University School of Police Staff and Command and the Missouri Police Chiefs Command College. He and his wife Tessy (McMullen) have one daughter, Hillary.

Lieutenant Corey J. Schoeneberg will be promoted to the rank of captain and designated director of the Professional Standards Division, General Headquarters, Jefferson City.

Schoeneberg was appointed to the Patrol on July 1, 1996, as a member of the 72nd Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop B, Zone 2, Macon and Shelby counties. On January 1, 2001, he transferred to Troop F, Zone 6, Moniteau and Morgan counties. Schoeneberg was promoted to corporal and assigned to Zone 12, Gasconade and Osage counties, on July 1, 2001. He was promoted to sergeant on November 13, 2005, and transferred to Zone 1, Cole and Southern Callaway counties. On June 1, 2011, Schoeneberg was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City, MO.

Schoeneberg was born in Jefferson City, MO. He graduated from California High School, in 1993. He holds an associate’s of science degree in criminal justice from Mineral Area College, Park Hills, MO, and a bachelor’s degree in criminal justice from the University of Central Missouri in Warrensburg, MO. He graduated from the 255th Session of the FBI National Academy Program at Quantico, VA, in 2014. Captain Schoeneberg and his wife, Carey (Scott), have two children: Kathryn and Avery.
