EMPHASIS: Sergeant Roger L. Phillips Promoted To Lieutenant


Captain Paul D. Kerperin, director of the Missouri State Highway Patrol’s Drug and Crime Control Division, announces the following promotion effective August 1, 2018:

Sergeant Roger L. Phillips was promoted to lieutenant and assigned to the Division of Drug and Crime Control, General Headquarters, Jefferson City, MO.

Phillips joined the Patrol on February 1, 1998, as a member of the 75th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 5, Buchanan/Andrew County. In 2002, he was assigned to the Division of Drug and Crime Control where he served as a polygraph examiner and criminal investigator. Phillips was promoted to corporal in 2006, and sergeant in 2009, and remained in that assignment. While assigned to the Division of Drug and Crime Control, he also served as Troop H DDCC Unit supervisor, as a member of the Organized Crime Unit and FBI Joint Terrorism Task Force, and as supervisor of the Narcotics Unit Team Eight.

Lieutenant Phillips grew up in St. Joseph, MO. He graduated from Benton High School in St. Joseph, in 1989. He studied criminal justice at Missouri Western State University in St. Joseph, MO. Prior to joining the Patrol, he worked as a police officer for the St. Joseph Police Department and a deputy sheriff for the Buchanan County Sheriff’s Department. Lt. Phillips and his wife, Julia, have two grown children.
