EMPHASIS: Colonel Sandra K. Karsten Announces Promotion, Transfers

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the following promotion and transfers effective September 1, 2018:

Lieutenant Ryan A. Burckhardt, Troop C, is being promoted to captain and designated director of the Missouri Information Analysis Center, General Headquarters, Jefferson City, MO.

Burckhardt joined the Patrol on July 1, 1997 as a member of the 74th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 10, Franklin County. In July 2000, he transferred to Zone 8, St. Charles County. Burckhardt was promoted to corporal in January 2005, and designated assistant zone supervisor of Zone 1, North St. Louis County. He was promoted to sergeant and designated zone supervisor of Zone 2, North St. Louis County, in July 2007. Burckhardt was promoted to lieutenant and assigned to Troop C Headquarters, Weldon Spring, in November 2013.

Burckhardt grew up in Portage Des Sioux, MO. He graduated from Orchard Farm High School in St. Charles, MO, in 1989. Burckhardt served in the U.S. Navy from 1989 to 1993 as an aviation electronics technician assigned to the Naval Air Warfare Center in Patuxent River, MD. Prior to joining the Patrol, he served as a police officer for the Bellefontaine Neighbors Police Department in St. Louis, MO. He served the U.S. Navy again in 2002, as force protection at the National Geospatial Intelligence Agency, St. Louis, MO. Lt. Burckhardt earned a Bachelor of Arts in criminal justice from Lindenwood University in St. Charles, MO, in 2001. In 2007, Lt. Burckhardt completed his Master of Justice Administration from Norwich University in Northfield, VT.

Captain David A. Hall, director of the Missouri Information Analysis Center, General Headquarters, Jefferson City, will transfer to the Commercial Vehicle Enforcement Division, General Headquarters, where he will serve as the director of that division.

Hall joined the Patrol on January 1, 1993, as a member of the 65th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, Hall was assigned to Troop B, Zone 7, Edina, MO. In 1997, he transferred to the Division of Drug and Crime Control, General Headquarters, Jefferson City, MO. He was promoted to corporal in 2000; sergeant in 2003. In 2007, Hall was promoted to lieutenant and transferred to Troop F, Jefferson City. He transferred to the Missouri Information Analysis Center as its director in 2009. While serving in that position, Hall was promoted to captain in 2013.

Hall grew up in Hunnewell, MO. He graduated from Monroe City R-1 High School, in Monroe City, MO, in 1986. He served in the U.S. Air Force from 1988 to 1992, as security police stationed at Vandenberg Air Force Base in California. He attained the rank of senior airman before being honorably discharged. In 1991, he earned an Associate of Science from Allan Hancock College in Santa Maria, CA. That same year, he earned an Associate of Applied Science in security administration from the Community College of the Air Force. In 1992, he earned a Bachelor of Science in business management from the University of LaVerne in LaVerne, CA. He also earned an Associate of Science in criminal justice from Mineral Area Community College in Park Hills, MO, in 1993. He earned a Master of Science in criminal justice from Columbia College in 2003. Captain Hall and his wife have three children.

Captain Paul E. Kennedy, Q/MIAC, will transfer to the Patrol Records Division, General Headquarters, Jefferson City, MO, where he will serve as custodian of records.

Kennedy joined the Missouri State Water Patrol on January 2, 1990, and became a member of the Missouri State Highway Patrol on January 1, 2011, after the two agencies merged. As a member of the Highway Patrol, he has served in the Budget and Procurement Division and Missouri Information Analysis Center.

Kennedy graduated from Russellville High School in Russellville, MO, in 1981. He served in the Missouri Army National Guard from 1982 until retiring in 2018, at the rank of command sergeant major. During his military service, Kennedy deployed with Desert Storm in 1990-1991; Iraq OIF in 2003/2004-2005; and Kosovo KFOR-10 in 2008-2009. Capt. Kennedy and his wife have three grown children and three grandchildren.

Lieutenant Brent J. Drummond, Patrol Records Division, General Headquarters, Jefferson City, MO, will transfer to the Public Information and Education Division, General Headquarters, where he will serve as assistant director of the division.

Drummond joined the Patrol as a member of the 78th Recruit Class on January 16, 2001. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 7, Howard & Cooper counties. Drummond was promoted to corporal and designated assistant zone supervisor of Zone 7 in February 2006. He remained in this zone after being promoted to sergeant in September 2007, and being designated zone supervisor. In September 2016, Drummond was promoted to lieutenant and assigned to the Patrol Records Division, General Headquarters, Jefferson City, MO, where he served as custodian of records.

Drummond grew up in Glasgow, MO, where he graduated from Glasgow High School in 1996. He earned a Bachelor of Science in criminal justice from the University of Central Missouri in Warrensburg, MO, in 2000. Lt. Drummond and his wife have three children.
