EMPHASIS: Captain Lester D. Elder & Captain James W. Remillard To Retire

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, announces the following retirements:

Captain Lester D. Elder, director of the Motor Vehicle Inspection Division, General Headquarters, Jefferson City, will retire effective June 1, 2019, after almost 30 years of dedicated service.

Elder was appointed to the Patrol on July 1, 1989. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 3, Gentry County. On October 1, 1992, he transferred to Troop F, Zone 4, Audrain County. He was promoted to corporal on April 1, 1995, and designated assistant zone supervisor of Troop F, Zone 8, Callaway County. Later that year, he returned to Troop F, Zone 4, Audrain County, and was designated assistant zone supervisor of that zone. Elder was promoted to sergeant and designated zone supervisor of Zone 4, Audrain County, on December 1, 1996. He was promoted to lieutenant and designated assistant director of the Criminal Records and Identification Division, General Headquarters, Jefferson City, on June 1, 2002. He was promoted to captain on September 1, 2006, and designated director of the Gaming Division, General Headquarters, Jefferson City. On January 25, 2011, he transferred to the Driver Examination Division, General Headquarters, Jefferson City, where he served as the division director. Elder transferred to the Motor Vehicle Inspection Division on July 1, 2013, where he served as division director.

Captain Elder was born in Kirksville, MO. He graduated from Macon R-1 High School in 1985. In 1987, he earned an associate’s degree in criminal justice from Northeast Missouri State University (now Truman State University) in Kirksville, MO. From 1986-1994, he served in the United States Marine Corps Reserves from which he was honorably discharged. Capt. Elder and his wife, Heather (Newman), have two children: Levi and Tanner.

Captain James W. Remillard, commanding officer of Troop I, Rolla, is retiring effective June 1, 2019, after more than 29 years of dedicated service.

Remillard was appointed to the Patrol on January 1, 1990, as a member of the 62nd Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 4, St. Louis County. On May 1, 1995, he was promoted to corporal and designated assistant zone supervisor of Troop C, Zone 2, St. Louis County. He was promoted to sergeant and designated zone supervisor of Troop C, Zone 4, St. Louis County on July 1, 1998. On March 1, 2002, he was promoted to lieutenant and transferred to Troop I, Rolla. Remillard was promoted to captain and designated commanding officer of Troop I on June 1, 2014. In 2007, he graduated from the FBI National Academy in Quantico, VA.

Captain Remillard grew up in Washington, MO. Captain Remillard and his wife, Karen S. (Biermann), have two children, Alex and Samuel.
