EMPHASIS: Colonel Ron Replogle Announces Promotion, Transfers

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following promotion and transfers effective September 1, 2011:

Sergeant Mark A. Bielawski will be promoted to the rank of lieutenant and designated an assistant director of the Gaming Division, General Headquarters, Jefferson City.

Lieutenant Bielawski was appointed to the Patrol on November 1, 1994, as a member of the 68th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop I, Zone 2, Phelps/Maries counties. In November 1997, Bielawski became a K-9 officer and was assigned K-9 Ahso. He returned to Troop I, Zone 2, Phelps/Maries counties, in March 1999. He was promoted to corporal in 2001. In 2005, he transferred to the Gaming Division, General Headquarters, Jefferson City. Bielawski was promoted to sergeant in May 2006.

Bielawski was born in St. Louis, MO. He graduated from St. Mary’s High School, in 1985. He holds a bachelor’s of science degree in criminal justice from Drury University in Springfield, MO. Lt. Bielawski is married to Lisa (Giberson), of Mountain View, AR.

Lieutenant Mark S. Dochterman will transfer from the Professional Standards Division, General Headquarters, Jefferson City, to the Research and Development Division, General Headquarters, Jefferson City, where he will be designated assistant director.

Dochterman was appointed to the Patrol on July 1, 1994, as a member of the 67th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop C, Zone 13, St. Francois and Washington counties. In February 2000, he transferred from Troop C to the Division of Drug and Crime Control, General Headquarters, Jefferson City. Dochterman was promoted to corporal in May 2002, and sergeant in April 2005. He transferred to the Professional Standards Division in February 2009. In August 2009, he was promoted to lieutenant.

Dochterman was born in Cedar Rapids, Iowa. He graduated from Crocker High School in 1982. In May 1987, he earned a bachelor’s of science degree in Christian education and counseling from Central Christian College, Moberly, Missouri. Lt. Dochterman and his wife, Tammy, have two children, Amanda and Jeffrey.

Lieutenant Andrew O. Tourney will transfer from Troop C, Weldon Spring, MO, to the Gaming Division, General Headquarters, Jefferson City, where he will be designated an assistant director.

Tourney was appointed to the Patrol on July 1, 1995, as a member of the 70th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop H, Zone 2, Nodaway County. In December 2001, he was promoted to corporal and transferred to Troop H, Zone 5, Andrew/Buchannan counties. Tourney was promoted to sergeant in March 2004, and transferred to Troop H, Zone 4, Grundy/Livingston/Mercer counties. In October 2008, he was promoted to lieutenant and transferred to Troop C.

Tourney was born in Columbia, MO. He graduated from Hannibal High School in 1990. In May 1994, he earned a bachelor’s of science degree in justice systems from Northeast Missouri State University (now Truman University) in Kirksville, MO.
