EMPHASIS: Colonel J. Bret Johnson Announces Promotions, Transfers

Colonel J. Bret Johnson, superintendent of the Missouri State Highway Patrol, announces the following promotions and transfers effective January 1, 2017:


Captain Eric T. Olson is being promoted to the rank of major where he will serve as commander of the Criminal Investigation Bureau, General Headquarters, Jefferson City, MO. Major Olson will have direct oversight responsibility for the Crime Laboratory Division, Division of Drug & Crime Control, Gaming Division, and Missouri Information Analysis Center.

Olson was appointed to the Patrol on July 1, 1990, as a member of the 63rd Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 4, Mercer County. On August 1, 1995, he was promoted to corporal and designated assistant zone supervisor of Zone 1, Holt County. Olson was promoted to sergeant on October 1, 1997, and designated zone supervisor of Zone 3, Harrison County. He was promoted to lieutenant on July 25, 2004, and assigned to Troop B Headquarters in Macon, MO. On July 1, 2014, Olson was promoted to the rank of captain and designated commanding officer of Troop A, Lee’s Summit. On May 1, 2015, he transferred to the Division of Drug & Crime Control where he served as director.

Major Olson grew up in Chillicothe, MO. He graduated from Chillicothe High School in 1986. Olson earned a Bachelor of Arts in psychology from William Jewell College in Liberty, MO, in 1990. He completed the FBI National Academy in Quantico, VA, in June 2011. Major Olson and his wife, Ronda (Willis), have two sons, Lance and Garett.



Captain Christopher S. Jolly will transfer to the Criminal Justice Information Services Division, General Headquarters, Jefferson City, where he will serve as director.

Jolly was appointed to the Patrol on February 1, 1998, as a member of the 75th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 11, Cass County. He was promoted to corporal on June 29, 2003, and designated assistant zone supervisor of Zone 6, Jackson County. He transferred to the Gaming Division, General Headquarters, Jefferson City, on November 25, 2007. Jolly was promoted to sergeant on October 1, 2009, and remained in the Gaming Division. On September 1, 2012, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters. Jolly was promoted to captain and designated director of the Gaming Division on March 1, 2015.

Capt. Jolly grew up in Monett, MO, and graduated from Monett High School in 1990. He graduated with a Bachelor of Science in sociology from Southwest Missouri State University (now Missouri State University) in Springfield, MO, in 1995. Capt. Jolly and his wife, Gina, have two children, Carissa and Andrew.


Captain Paul D. Kerperin will transfer to the Division of Drug and Crime Control, General Headquarters, Jefferson City, where he will serve as director.

Kerperin was appointed to the Patrol on July 1, 1995, as a member of the 70th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop F, Zone 12, Osage and Gasconade counties. On August 1, 2000, he was promoted to corporal and designated assistant zone supervisor of Troop F, Zone 2, Cole County. Kerperin was promoted to sergeant and assigned to Troop F Headquarters, Jefferson City, on June 24, 2007. He was promoted to lieutenant and assigned to the Field Operations Bureau, General Headquarters, on July 1, 2010. Kerperin was promoted to captain and designated director of the Patrol Records Division on August 1, 2014.

Capt. Kerperin grew up in the Jefferson City area, and graduated from Blair Oaks High School. In 1994, he graduated from Lincoln University, in Jefferson City, MO, with a Bachelor of Science in criminal justice. In December 2011, he graduated from the Northwestern University School of Police Staff and Command. Capt. Kerperin and his wife, Shauna (Huenink), have three children: Kallie, Kasey, and Brady.

Captain Kyle D. Marquart will transfer to the Patrol Records Division, General Headquarters, Jefferson City, where he will serve as director.

Marquart was appointed to the Patrol on September 1, 1985, as a member of the 57th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, Marquart was assigned to Troop A, Zone 13, Saline County. In 1988, he transferred to Zone 1, Jackson County. He was promoted to corporal on January 1, 1993, and designated supervisor of Troop A’s Drug Interdiction Unit. On September 1, 1994, Marquart was promoted to sergeant and designated zone commander of Troop A, Zone 4, Clay County. He transferred to Zone 6, Jackson County, as zone commander, in September 1995. On September 1, 1996, he was assigned to the Division of Drug and Crime Control, General Headquarters, as a criminal investigator. Marquart was promoted to lieutenant and designated assistant director of the Division of Drug and Crime Control on November 1, 1999. He was promoted to captain and designated director of that same division on March 1, 2010. He then transferred to the Criminal Investigative Bureau on September 1, 2012.

Capt. Marquart grew up in Washington, MO. He graduated from St. Francis Borgia High School in 1981. He earned a Bachelor of Arts in business administration from Benedictine College in Atchison, KS, in 1985. Capt. Marquart and his wife, Leslee, have three children: Lazarus, Leann, and Preston.


Captain Larry W. Plunkett Jr. will transfer to the Gaming Division, General Headquarters, Jefferson City, where he will serve as director.

Plunkett was appointed to the Patrol on July 1, 1989, as a member of the 61st Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop I, Zone 4, Pulaski County. He was promoted to corporal on July 1, 1994, and designated assistant zone commander of Troop E, Zone 9, Portageville, MO. He transferred to Zone 3, Wayne County, in 1998. He was promoted to sergeant on September 1, 1998. In 2002, Plunkett became the public information and education officer for Troop E. He was promoted to lieutenant on January 8, 2006, and transferred to Troop F Headquarters, Jefferson City. On December 1, 2012, Plunkett was promoted to the rank of captain and designated director of the Criminal Justice Information Services Division.

Capt. Plunkett grew up in Kennett, MO, and graduated from Holcomb High School in Holcomb, MO, in 1985. He earned a Bachelor of Science in criminal justice from Southeast Missouri State University in 1988. Capt. Plunkett and his wife, Angela, have two children, Lane and Lauren.
