EMPHASIS: Troop I Announces Promotions



Captain Lee Ann H. Kenley, commanding officer of Troop I, announces the following promotions, which went into effect March 1, 2009.
Corporal A. Brant Swearingin was promoted to the rank of sergeant and designated as the zone commander of Zone 2, which patrols Phelps and Maries counties. Swearingin is a native of Cross Timbers, MO, and a 1988 graduate of Skyline High School in Urbana, MO. Swearingin also served in the United States Marine Corps. He attended Ft. Scott Junior College in Ft. Scott, KS, and State Fair Community College in Sedalia, MO.
Swearingin was appointed to the Highway Patrol on January 1, 1996. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop I and stationed in Crawford County. On September 22, 2002, he was promoted to the rank of corporal and assigned to Zone 6, Pulaski County. On March 9, 2003, he returned to Crawford County and was assigned to the newly created Zone 9.
Sergeant Swearingin is married to Lari (Turner), and they have three children: Dillon, Devin, and Ashlyn.
Trooper James A. Mulkey was promoted to the rank of corporal and designated the assistant zone commander of Zone 9, Crawford County. Mulkey is a native of Morgantown, WV, and is a 1987 graduate of Morgantown High School. Then, Mulkey enlisted in the United States Army and served for eight years as a military policeman. While in the military he attended Columbia College and obtained a bachelor’s of arts degree in criminal justice.
Mulkey was appointed to the Highway Patrol on July 1, 1996. Upon graduating from the Patrol’s Academy he was assigned to Troop I, Zone 3, which patrols Crawford County.
Corporal Mulkey is married to Keli (Murray) and they have two children: Makenzie and Brining.
