Troop A Announces Promotions
Captain Steven V. Wilhoit, commanding officer of Troop A, Lee’s Summit, announces the following promotions effective July 1, 2024.
Trooper Justin D. Howard has been promoted to the rank of corporal and designated the assistant zone supervisor of Zone 6, serving the citizens of Jackson County. Howard was appointed to the Patrol on January 2, 2019, as a member of the 107th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop A, Zone 6, serving the citizens of Jackson County, where he will remain.
Corporal Howard was born in Kansas City, Missouri. He graduated from Raymore-Peculiar High School in Peculiar, Missouri, in 2014. Before joining the Patrol, Corporal Howard attended the University of Central Missouri in Warrensburg, Missouri, where he obtained a Bachelor of Science degree in criminal justice in 2018. Corporal Howard is married to his wife Kaytlynn Howard (Miller) and has a son, Grant.

Trooper Nicholas T. Ott has been promoted to the rank of corporal and designated the assistant zone supervisor of Zone 5, serving the citizens of Ray and Carroll Counties. Ott was appointed to the Patrol on January 2, 2019, as a member of the 107th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop A, Zone 5, serving the citizens of Ray and Carroll Counties. On July 1, 2023, Ott transferred to Troop A, Zone 4, serving the citizens of Clay County, where he remained until his promotion.
Corporal Ott was born in St. Joseph, Missouri. He graduated from Cameron R-1 High School in Cameron, Missouri, in 2016. Before joining the Patrol, Corporal Ott attended
Hillyard Technical School in St. Joseph, Missouri where he graduated from the automotive program. Corporal Ott later attended Missouri Western State University in St. Joseph, Missouri before joining the Missouri State Highway Patrol. Corporal Ott is married to his wife Sydney Ott (Williams).
