Corporal Richard D. Owens Promoted To Sergeant
Captain Philip E. Gregory, commanding officer of Troop E, Poplar Bluff, is pleased to announce the following promotion effective September 1, 2020.
Corporal Richard D. Owens has been promoted to the rank of sergeant and designated zone supervisor of Zone 10, Dunklin County. Owens was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Zone 10, Dunklin County. On November 1, 2006, he transferred to Zone 11, Stoddard County. On February 1, 2011, he was promoted to corporal and designated the assistant zone supervisor of Zone 11, Stoddard County. Corporal Owens graduated from Bernie High School in Bernie, Missouri, and holds an associate of applied science degree from Mineral Area College in Park Hills, Missouri. Corporal Owens is married to Brittney (Flannery) and they have five children.
