EMPHASIS: Troop C Promotions


Captain Ronald S. Johnson, commanding officer, Troop C, is pleased to announce the following Troop C promotions effective February 1, 2008.
Corporal Joseph G. Schuengel, of St. Louis, Missouri, was promoted to the rank of sergeant and will remain in his current assignment as the Troop C pilot, assigned to the Aircraft Division. Sergeant Schuengel was appointed to the Patrol on August 1, 1993, and assigned to Zone 4, South St. Louis/Jefferson counties. On November 1, 1998, he was promoted to the rank of corporal and designated the assistant zone commander of Zone 11, Franklin County. On April 6, 2003, he transferred to Zone 2, St. Louis County, and served as the assistant zone commander. On October 19, 2003, Sgt. Schuengel tranferred into the Aircraft Division, and was assigned the Troop C pilot’s position. Sgt. Schuengel resides in St. Louis County.

Corporal Mark R. Stamps, of Perryville, Missouri, was promoted to the rank of sergeant and designated the zone commander of Zone 13, serving Jefferson County. Sergeant Stamps was appointed to the Patrol on June 1, 1990, and assigned to Zone 11, Jefferson County. On November 1, 1992, he transferred to Zone 16, serving Perry and St. Genevieve counties. On September 1, 1995, he was promoted to the rank of corporal and was designated the assistant zone commander of Zone 16. Sgt. Stamps attended Naylor High School, in Naylor, Missouri, and earned an associate’s degree in criminal justice from Mineral Area College in 1984. Prior to joining the Patrol, he was employed by the Farmington Police Department, Farmington, Missouri, as a patrolman. Sgt. Stamps is married to Pamela (Rauls), and they have a daughter, Wendy, 22.

Corporal Brad D. Moore, of Potosi, Missouri, was promoted to the rank of sergeant and designated the zone commander of Zone 17, (commercial vehicle enforcement). Sergeant Moore is a native of St. Peters, Missouri, and was appointed to the Patrol in January 1992. After graduating from the Patrol Academy, he was assigned to Zone 13, serving Washington/St. Francois counties. In July 1997, he was promoted to the rank of corporal and was designated the assistant zone commander of Zone 13. Prior to joining the Patrol, he earned a bachelor’s degree in administration of justice from the University of Missouri-St. Louis.

Trooper William Bradley Sevier, Perryville, Missouri, was promoted to the rank of corporal and designated the assistant zone commander of Zone 16, which serves Perry and St. Genevieve counties. Corporal Sevier is a native of St. Charles, Missouri, and was appointed to the Patrol on January 1, 1997. After graduating from the Patrol Academy, he was assigned to Troop C, Zone 16, Perry and St. Genevieve counties. He will remain in his original zone assignment serving as the assistant zone commander. In 1991, he graduated from Francis Howell North High School, in St. Charles, Missouri. He earned a bachelor’s degree in justice systems from Truman State University, in Kirksville, Missouri, in 1995. Prior to joining the Patrol, he was a police officer with the Dodge City Police Department, Dodge City, Kansas. Cpl. Sevier is married to Dawn (Layton) and they are the parents of five children: Justin, 16; W. Harrison, 8; Morgan, 7; Jena Oster, 14; and Seth Oster, 8.
