EMPHASIS: Troop C Announces 9 New Troopers Assigned To Troop C

Captain Kevin W. Malugen, commanding officer of Troop C, Weldon Spring, is pleased to announce the assignment of nine new troopers to Troop C. The new troopers were members of the Missouri State Highway Patrol’s 118th Recruit Class and graduated from the Patrol Academy on December 22, 2023. The new troopers from the 118th Recruit Class will report for duty on January 8, 2024.

Trooper Dalon J. Brown, a native of Hazelwood, Missouri, has been assigned to Zone 1, serving the citizens of North St. Louis County. Trooper Brown is a 2013 graduate of Hazelwood High School in Florissant, Missouri. After high school, Trooper Brown attended Savannah State University in Savannah Georgia. Prior to his employment with the Patrol, Trooper Brown served as a police officer for the St. Louis Metropolitan Police Department.


Trooper Jackson S. Collier, a native of Farmington, Missouri, has been assigned to Zone 16, serving the citizens of Ste. Genevieve and Perry counties. Trooper Collier is a 2020 graduate of Farmington High School in Farmington, Missouri. Prior to his employment with the Patrol, Trooper Brown was self-employed contractor at Collier Contracting LLC.

Trooper Brian J. Fessenden, a native of Palmyra, Missouri, has been assigned to Zone 4, serving the citizens of South St. Louis County. Trooper Fessenden is a 2001 graduate of Palmyra High School in Palmyra, Missouri. After high school, Trooper Fessenden attended Ashworth College in Norcross, Georgia, where he received an Associate of Science degree in criminal justice.

Trooper Justin D. Hedrick, a native of St. Charles, Missouri, has been assigned to Zone 3, serving the citizens of South St. Louis County. Trooper Hedrick is a 2018 graduate of Francis Howell Central High School in Cottleville, Missouri. After graduation, he attended Lindenwood University in St. Charles, Missouri, where he received a Bachelor of Science degree in criminology and criminal justice. Prior to his employment with the patrol, Trooper Hedrick worked at The Range STL West in St. Louis, Missouri.

Trooper Dallas R. McKenzie, a native of Quincy, Illinois, has been assigned to Zone 9, serving the citizens of St. Charles County. Trooper McKenzie is a 2015 graduate of Quincy Senior High School in Quincy, Illinois. After graduation, he attended Bradley University in Peoria, Illinois, where he received a Bachelor of Science degree in health science. Prior to his employment with the Patrol, Trooper McKenzie worked as a safety technician at Archer Daniel’s Midland in Quincy, Illinois.

Trooper Roan Oosthuizen, has been assigned to Zone 9, serving the citizens of St. Charles County. Trooper Oosthuizen was born in Pietersburg, South Africa. He grew up in Grapevine, Texas. Trooper Oosthuizen obtained a General Education Development degree in 2019 in Nashville, Tennessee. Prior to his employment with the Patrol, he worked for Carvana in Fort Worth, Texas, as a car hauler.

Trooper Edgar J. Raya, a native of St. Louis, Missouri, has been assigned to Zone 3, serving the citizens of South St. Louis County. Trooper Raya is a 2020 graduate of Valley Park Senior High School in Valley Park, Missouri. Prior to his employment with the Patrol, Trooper Raya worked as a Realtor for BHHS Select Properties in Des Peres, Missouri.

Trooper Ethan G. Talleur, a native of St. Clair, Missouri, has been assigned to Zone 10, serving the citizens of Franklin County. Trooper Talleur is 2019 graduate of St. Clair High School in St. Clair, Missouri. After graduation, he attended Westminster College in Fulton, Missouri, where he received a Bachelor of Arts degree in security studies.

Trooper Mason K. Wilson, a native of Seneca, Missouri, has been assigned to Zone 8, serving the citizens of St. Charles County. Trooper Wilson is a 2021 graduate of Seneca High School in Seneca, Missouri. In January of 2020, he joined the Missouri Army National Guard where he has earned the rank of Specialist E-4 and serves as an 88M motor transport operator.

Far too many people die in traffic crashes each year in Missouri. The choices you make when you’re behind the wheel matter. Make good choices, so you’ll never have to say, “If I could just go back...”
