EMPHASIS: Patrol Announces Personnel Changes For Troop D
Captain Juan O. Villanueva, commanding officer of Troop D, Springfield, announces the following transfers within and to Troop D, effective April 1, 2010:
Trooper Joseph D. Fischer transferred from Zone 9, which serves Cedar and St. Clair counties to Zone 5, Jasper County. Trooper Fischer was born in Monett, Missouri, and graduated from Sarcoxie High School, Sarcoxie, Missouri, in 1991. He attended Missouri Southern State University in Joplin, Missouri, and graduated in 1995 with a bachelor’s degree in criminal justice. Upon completion of the Patrol Academy in 1996, Troop Fischer was initially assigned to the Sikeston area in Troop E. He has been a member of the Missouri Army National Guard since 2009, and currently holds the rank of specialist. Trooper Fischer is the father of two daughters, Savanna, 14, and Ellie, 11.
Trooper Kelsey J. Rutledge transferred from Zone 5, Jasper County to Zone 6, which serves Lawrence and Dade counties. Trooper Rutledge was born in Aurora, Missouri, and graduated in 1997 from Mt. Vernon High School, Mt. Vernon, Missouri. He attended Missouri Southern State University, Joplin, Missouri, and served with the United States Army Reserve from 1996 until 2004, where he attained the rank of sergeant. Upon completion of the Patrol Academy in 2000, he was initially assigned to Vernon and Barton counties in Troop D before transferring to Jasper County. Trooper Rutledge is married to Megan (Kendall), a native of Joplin, and they have two children, Kendall, 5, and Marin, 4.
Trooper Adam W. Poulson transferred from Zone 6, Lawrence and Dade counties to Zone 2, Greene County. Trooper Poulson was born in St. Charles, Missouri, and graduated from Central High School, Springfield, Missouri, in 1997. He graduated in 2001 from Missouri Southern State University, Springfield, Missouri, with a bachelor’s degree in criminal justice. Trooper Poulson was appointed to the Patrol in 2002, and following completion of the Academy he was assigned to Franklin County in Troop C. He transferred to Troop D in 2006. Adam is married to the Adrienne (Cobbett) of Springfield and they have one child, Alison, 3.
Trooper Timothy A. Barrett transferred from Zone 14, Barry County, to Zone 5, Jasper County. Trooper Barrett was born in Joplin, Missouri, and graduated from Carthage High School, Carthage, Missouri, in 2000. He graduated in 2002 from Missouri Southern State University, Joplin, with an associate’s degree in law enforcement. Prior to his appointment with the Patrol in 2006, he was employed as a police officer with the Carthage Police Department. Trooper Barrett is married to Jessica (Ross) of Carthage, and they have one child, Jonah, 1.
Trooper Zackery K. Bryan transferred from Troop A, Benton County, to Troop D, Zone 14, Barry County. Trooper Bryan was born in Joplin, Missouri, and graduated from Lamar High School, Lamar, Missouri, in 2004. He attended Pittsburg State University, Pittsburg, Kansas, and Missouri Southern State University, Joplin, Missouri. He obtained an associate’s degree in criminal justice from Mineral Area College, Park Hills, Missouri, in 2007. Prior to his appointment to the Patrol in 2007, he was employed by Parker & Parker Construction in Lamar. Trooper Bryan is married to Kayla (Piley), of Joplin, and he is the son of Sergeant Michael Bryan, supervisor for Zone 11, Jasper County.
