EMPHASIS: Two New Public Information & Education Officers Assigned To Troop A



Captain Robert L. Powell, commanding officer of Troop A, announced effective October 4, 2009, Sergeant Collin M. Stosberg and Corporal William W. “Bill” Lowe were assigned to the Troop A Public Information and Education Division:

Corporal Lowe, formerly of St. Joseph, Missouri, was appointed to the Patrol on July 1, 1995, as part of the 70th Recruit Class, and was assigned to Troop C, St. Louis, serving Franklin County. He was promoted to the rank of corporal and designated as the assistant zone supervisor of Zone 11, Franklin County, in February 2007. Before joining the Patrol, he earned a bachelor’s of science degree in psychology in 1993, from Missouri State University, in Springfield. While in the Patrol Academy, Lowe earned an associate’s degree in criminal justice from Mineral Area Community College. He graduated from Lafayette High School, in St. Joseph, in 1997.
Corporal Lowe is married to Jennifer Carlson, formerly of Emporia, Kansas, and they have two children: a son, Cameron, 8, and a daughter, Avery, 5.

Sergeant Stosberg, of Raymore, Missouri, was appointed to the Patrol on January 1, 1997, as part of the 73rd Recruit Class, and was assigned to Troop A, Jackson County. He was promoted to the rank of corporal in August 2002, and assigned to Cass County, Zone 11. In April 2006, Stosberg was promoted to the rank of sergeant and designated as the zone commander of Zone 11, Cass County. Before joining the Patrol, he earned a bachelor’s of science degree in criminal justice from the University of Central Missouri, in Warrensburg, Missouri, in 1996. Stosberg graduated from North Garland High School, in Garland, Texas, in 1991.
Sergeant Stosberg is married to Tobey Sallee, formerly of Lee’s Summit, Missouri, and they have twin five-year-old children: a daughter, Kayden, and a son, Colbey.
