EMPHASIS: Troop A Announces Promotions /Transfers


Captain Robert L. Powell, commanding officer of Troop A, Lee's Summit, announces the following promotions and transfers for Troop A:

Effective November 1, 2013, Corporal Gregory D. Primm was promoted to the rank of sergeant and will remain in his current assignment with the Troop A Criminal Interdiction Unit. Primm was appointed to the Patrol in October 2001, as a member of the 79th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Lee's Summit, serving Platte County. In June 2006, Primm transferred to Zone 4, Clay County, and in June 2008, he transferred to the Patrol's Commercial Vehicle Enforcement Team. In August 2009, Primm was promoted to corporal and designated the assistant zone supervisor of Zone 4, serving Clay County. In 2010, he was selected for the Troop A Criminal Interdiction Team. He earned an associate's of arts degree in criminal justice from Mineral Area College in Park Hills, MO. Sergeant Primm and his wife, Amanda (Stattelman), formerly of Kansas City, MO, have two children.

Effective December 1, 2013, Corporal Josh D. Owens transferred from Zone 12, serving Johnson County, to Zone 13, serving Pettis County. He has been designated the assistant zone supervisor of Zone 13. In April 2013, Owens was promoted to the rank of corporal and designated assistant zone supervisor of Zone 12, which serves Johnson County. Owens was appointed to the Patrol on January 7, 2007, as a member of the 86th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 7, serving Jackson County. In April 2009, he transferred to Zone 12, Johnson County. Owens was born in Benton, IL. He graduated from Salem R-80 High School, in Salem, MO, in 2003. Before joining the Patrol, he attended William Jewell College, in Liberty, MO, and the University of Central Missouri, in Warrensburg, MO. Corporal Owens and his wife, Rachel (Scherer), formerly of Centerview, MO, have two sons, Andy, 3, and Collin, 8 months.

Effective December 1, 2013, Trooper Gabriel J. Jenner transferred from Zone 14, serving Bates County, to Zone 7, serving Jackson County. Trooper Jenner was appointed to the Patrol on January 3, 2011, as a member of the 93rd Recruit Class. Jenner was born in Columbia, MO, and graduated from Greenville, IL, High School. In 2010, he earned a bachelor's of science degree in criminal justice from Southeast Missouri State University in Cape Girardeau, MO.

Effective January 1, 2014, Corporal Casey E. Utterback was promoted to the rank of sergeant and has transferred from Zone 7, Jackson County, to Zone 9, serving Lafayette County. He has been designated the zone supervisor of Zone 9. Utterback was appointed to the Patrol in October 2002, as a member of the 80th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Lee's Summit, serving Jackson County. Prior to joining the Patrol, Utterback attended Central Methodist College, in Fayette, MO, and Moberly Area Community College, in Moberly, MO. He earned an associate's degree in general studies from Moberly Area Community College. Utterback was employed by the Mexico Public Safety Department before joining the Highway Patrol. Sergeant Utterback and his wife, Nicole, have two children.

Effective January 1, 2014, Trooper Douglas E. Fessenden was promoted to the rank of corporal, and has been designated the assistant zone commander of Zone 10, Saline County. Fessenden was appointed to the Patrol on January 8, 2006, as part of the 85th Recruit Class. After graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 10, serving Saline County. Fessenden was born in Quincy, IL. He graduated from Palmyra High School, in Palmyra, MO. After high school, he served in the United States Marine Corps. He then attended the University of Missouri where he received P.O.S.T. certification. Fessenden worked as a deputy with the Monroe County Sheriff's Department in Paris, MO, before joining the Patrol.

Effective January 1, 2014, Corporal Robert V. McCormick has transferred from Zone 10, serving Saline County, to Zone 7, serving Jackson County. He has been designated the assistant zone supervisor of Zone 7. McCormick is a native of Kansas City, MO, and a graduate of Hickman Mills High School. After high school, McCormick attended Longview Community College, in Kansas City, MO, where he earned an associate’s of arts degree. McCormick was appointed to the Patrol on January 1, 1997, as a member of the 73rd Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, serving Ray and Carroll counties. He was promoted to corporal in November 2012 and transferred to Zone 10, Saline County. Corporal McCormick is married to Katherine (Hyde).

Effective February 1, 2014, Trooper Chadwick S. Kutzner will be promoted to the rank of corporal and designated the assistant zone commander of Zone 12, serving Johnson County. Kutzner was born in Springfield, MO. He is a native of Marionville, MO, and a graduate of Lighthouse Christian Academy High School, in Aurora, MO. Kutzner earned a bachelor's of arts degree in history from the College of the Ozarks in Point Lookout, MO. Kutzner was appointed to the Patrol on January 16, 2009, as a member of the 89th Recruit Class. After graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 2, Platte County. Corporal Kutzner is married to Lisa (Bell), formerly of Battlefield, Missouri.
