EMPHASIS: Captain Robert L. Powell Announces Troop A Promotions


Captain Robert L. Powell, commanding officer of Troop A, Lee's Summit, announces the following promotions effective January 1, 2013:

Corporal John W. Dick was promoted to the rank of sergeant and designated the zone supervisor of Zone 1, Platte County. Dick was appointed to the Patrol on March 15, 2000, as a member of the 77th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Troop H, St. Joseph, serving Mercer and Grundy counties. In September 2003, Dick transferred to Troop A, Lee’s Summit, and was assigned to Zone 1, Platte County. In May 2007, he was promoted to corporal and assigned to Zone 7, Jackson County.
Dick was born in St. Joseph, Missouri. He graduated from Central High School, in St. Joseph, in 1996. He attended Missouri Western State University, in St. Joseph. Sergeant Dick is married to Jennifer (Mattson).

Corporal Michael P. Fennewald was promoted to the rank of sergeant and will remain in his current assignment as a member of the Commercial Vehicle Enforcement Troopers (CVET) Unit assigned to Troop A. Fennewald was appointed to the Patrol on October 20, 2002, as a member of the 80th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Zone 16, Benton County. In November 2006, he transferred to Troop F, Jefferson City, and was assigned to Cooper and Howard counties. In October 2007, he was selected as a member of the Troop A CVET Unit.
Fennewald was born in Springfield, Missouri. He graduated from California High School, in California, Missouri, in 1999. He attended Missouri Southern University in Joplin, Missouri. Sergeant Fennewald is married to Amy (Mannigel).

Trooper Rick E. Scism was promoted to the rank of corporal and will be designated the assistant zone supervisor of Zone 7, Jackson County. Scism was appointed to the Patrol on November 1, 1994, as a member of the 68th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Zone 7, Jackson County. In 2001, Scism transferred to the Gaming Division, General Headquarters. From October 2002 through October 2007, Scism took a military leave of absence from the Patrol and served active duty in the National Guard, including a deployment to Iraq. Prior to joining the Patrol, Scism was a Missouri State Water Patrol officer.
Scism was born in Nevada, Missouri. He graduated from Nevada High School, in Nevada, Missouri, in 1978. Corporal Scism earned a bachelor's degree in criminal justice administration in 1986, from Missouri Southern University, in Joplin, Missouri. In 2007, he earned a master's of science degree in business and organizational security management from Webster University in St. Louis, Missouri. Corporal Scism is married to Amy (DeWolf) and they have two children, Andrew and Julia.
