EMPHASIS: Hannibal Resident Kelly Bowen Arrested On Drug Charges

On September 18, 2007, at approximately 2:30 p.m., Kelly M. Bowen, 18, of Hannibal, Missouri, was arrested for manufacturing a controlled substance (marijuana) following a brief investigation conducted by the Missouri State Highway Patrol and the Ralls County Sheriff’s Department.
During the course of the investigation, officers discovered seven marijuana plants growing near a residence in rural Ralls County.
Bowen was incarcerated in the Marion County Jail pending issuance of a warrant.
The charge for which Bowen was arrested is a mere accusation and not evidence of guilt. Evidence in support of the charge must be presented to a court of competent jurisdiction whose duty is to determine guilt or innocence.
