EMPHASIS: Capt. Timothy G. Baysinger Retires September 1, 2014

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following retirement:

Captain Timothy G. Baysinger, director of the Research and Development Division, General Headquarters, Jefferson City, MO, is retiring effective September 1, 2014, after 36 years of dedicated service to the citizens of Missouri.

Captain Baysinger was appointed to the Patrol on August 1, 1978, as a member of the 48th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 4, Princeton, MO. He transferred to Troop F, Zone 3, Columbia, MO, on July 1, 1981. Baysinger was promoted to the rank of corporal on November 1, 1986, and designated assistant zone supervisor of Zone 4, Mexico, MO. He was promoted to sergeant and designated zone supervisor of Zone 8, Fulton, MO, on June 1, 1989. He transferred to the Research and Development Division, General Headquarters, Jefferson City, MO, on November 1, 1998, where he served as assistant director. Baysinger was promoted to lieutenant on September 1, 1999, and remained in that position. He was promoted to captain and named director of the Research and Development Division on September 1, 2001.

In this position, he led the Patrol through the reaccreditation process with the Commission on Accreditation for Law Enforcement Agencies (CALEA) Inc. four times. He has served as the lead assessor of several law enforcement agencies across the nation during on-site assessments for CALEA. For the past 10 years, Baysinger served as the president of the Missouri Law Enforcement Accreditation Coalition. He is highly respected in the field and often called upon to share his expertise with agencies entering the CALEA process. He is also the state director for the American Association of State Troopers.

Captain Baysinger was born in Fulton, MO. He graduated from Fulton High School in 1974. He earned a bachelor's of science degree in criminal justice administration from Central Missouri State University in Warrensburg, MO, in 1978. He completed the Northwestern University School of Police Staff and Command in May 1999, and the FBI National Academy in September 2000. After a nationwide competitive entrance process, Capt. Baysinger completed a master's of arts in security studies, homeland security and defense, at the Naval Postgraduate School in Monterey, CA, in 2006. Capt. Baysinger is married to Linda (Epperson) and they have three grown daughters.
