EMPHASIS: Colonel Ron Replogle Announces Transfers Effective July 1, 2013

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following transfers effective July 1, 2013:

Captain Vincent S. Rice will transfer to the Training Division, General Headquarters, Jefferson City, where he will serve as the division director.

Rice was appointed to the Patrol on July 1, 1990, as a member of the 63rd Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop F, Zone 9, Montgomery/Gasconade counties. On July 1, 1995, he was promoted to corporal and designated assistant zone supervisor, Troop F, Zone 8, Callaway County. Rice was promoted to sergeant on September 1, 1997, designated zone supervisor, and assigned to Troop F, Zone 12, Osage/Gasconade counties. On October 15, 2006, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City. He was promoted to captain on June 1, 2011, and named director of that same division.

Rice was born in Jefferson City, and grew up in Hartsburg, MO. He graduated from Southern Boone County R-1 High School, in 1987. He holds an associate’s of science degree in criminal justice from Mineral Area College in Park Hills, MO. Capt. Rice and his wife, Andrea, have three children: Cole, Nathaniel, and Trey.

Captain Malik A. Henderson will transfer to the Professional Standards Division, General Headquarters, Jefferson City, where he will serve as the division director.

Henderson was appointed to the Patrol on July 3, 1988, as a member of the 60th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, Henderson was assigned to Troop E, Zone 10, Dunklin County. On May 1, 1990, he transferred to Troop C, St. Louis. He was promoted to corporal on September 1, 1995, and assigned to Zone 1, St. Louis County. Henderson was promoted to sergeant on October 1, 1999, and designated zone supervisor of Zone 2, St. Louis County. On January 7, 2007, he was promoted to lieutenant and supervised District 2 operations for Troop C, St. Louis. Henderson was promoted to captain on March 1, 2010, and designated director of the Motor Vehicle Inspection Division, General Headquarters, Jefferson City.

Henderson was born in St. Louis, MO. He graduated from O’Fallon Tech High School in St. Louis, in 1981. He attended Alcorn State University in Lorman, MS. Captain Henderson and his wife, Renee D. (Parson), have two sons: Rasheed and Mehki.

Captain Lester D. Elder will transfer to the Motor Vehicle Inspection Division, General Headquarters, Jefferson City, where he will serve as the division director.

Elder was appointed to the Patrol on July 1, 1989. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop H, Zone 3, Gentry County. On October 1, 1992, he transferred to Troop F, Zone 4, Audrain County. He was promoted to corporal on April 1, 1995, and designated assistant zone commander of Troop F, Zone 8, Callaway County. Later that year, he returned to Troop F, Zone 4, Audrain County, and was designated assistant zone commander of that zone. Elder was promoted to sergeant and designated zone commander of Zone 4, Audrain County, on December 1, 1996. He was promoted to lieutenant and designated assistant director of the Criminal Records and Identification Division, General Headquarters, Jefferson City, on June 1, 2002. He was promoted to captain on September 1, 2006, and designated director of the Gaming Division, General Headquarters, Jefferson City. On January 25, 2011, he transferred to the Driver Examination Division, General Headquarters, Jefferson City, where he served as the division director.

Captain Elder was born in Kirksville, MO. He graduated from Macon R-1 High School in 1985. In 1987, he earned an associate’s degree in criminal justice from Northeast Missouri State University (now Truman State University) in Kirksville, MO. From 1986-1994, he served in the United States Marine Corps Reserves from which he was honorably discharged. Capt. Elder and his wife, Heather (Newman), have two children: Levi and Tanner.

Captain David P. Perkins will transfer to the Driver Examination Division, General Headquarters, Jefferson City, where he will serve as the division director.

Perkins joined the Patrol in 1986 as a motor vehicle inspector. He held that position until entering the Patrol’s Law Enforcement Academy as a member of the 61st Recruit Class on July 2, 1989. Upon graduating, he was assigned to Troop B, Zone 6, Scotland County. Perkins was promoted to corporal on September 1, 1995. On June 1, 1997, he transferred to the Motor Vehicle Inspection Division, General Headquarters, Jefferson City. Perkins was promoted to the rank of sergeant on January 1, 1998, and designated assistant director of that same division. He was promoted to lieutenant on August 1, 2003, and designated director of the Motor Vehicle Inspection Division. On September 1, 2007, he was promoted to the rank of captain and remained director of the Motor Vehicle Inspection Division. On March 1, 2010, he transferred to the Training Division, General Headquarters, Jefferson City, where he served as the division director.
Perkins was born in St. Louis, MO. In 1980, he graduated from Fox High School in Arnold, MO. He earned a bachelor’s of science degree in business administration/economics from Culver-Stockton College in Canton, MO, in 1984. Capt. Perkins has a son, Philip, and daughter-in-law, Joline.

Lieutenant Jerry C. West will transfer to the Training Division, General Headquarters, Jefferson City, where he will serve as an assistant director.

West was appointed to the Patrol on August 3, 1986, as a member of the 58th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 3, Boone County. He was promoted to corporal and designated assistant zone commander in the same zone on February 1, 1994. West was promoted to sergeant and designated zone commander of Troop F, Zone 10, Boone County, on December 1, 1996. He transferred to the Training Division, General Headquarters, Jefferson City, on June 29, 2003, where he served as an instructor. He was promoted to lieutenant and designated assistant director of the Training Division, General Headquarters, Jefferson City, on February 6, 2007. West transferred to the Human Resources Division, General Headquarters, Jefferson City, as an assistant director on April 16, 2010.

West was born in Poplar Bluff, MO. In 1980, he graduated from Camdenton High School in Camdenton, MO. Lt. West and his wife, Susan (Rudi), have two daughters: Danielle and Kayla.
