EMPHASIS: Drug Investigations Lead To Arrest Of Phelps County Residents


At approximately 6 a.m., October 10, 2012, members of the South Central Drug Task Force, in coordination with the Phelps County Sheriff’s Department, Rolla Police Department, and the Missouri State Highway Patrol, concluded a long-term narcotics investigation in Phelps County.

Over the course of approximately 12 months, officers with the South Central Drug Task Force, Phelps County Sheriff’s Department, and Rolla Police Department were able to conduct a series of narcotics investigations involving the distribution/sales/possession of methamphetamine, cocaine, marijuana, heroin, and prescription medications. The investigation involved loosely affiliated individuals in and around the Phelps County area.

This investigation was aided by the 25th Judicial Circuit and the Phelps County Grand Jury that was convened by their authority. Grand Jury indictments for each defendant were obtained through the Phelps County Prosecuting Attorney’s Office, prior to the mass operation initiated this morning.

Arrest teams consisted of members of the Phelps County Sheriff’s Department, St. James Police Department, Rolla Police Department, and the Missouri State Highway Patrol.

Individuals arrested in connection with this investigation were transported, processed, and held for bond at the Phelps County Jail. The following individuals were arrested as a result of warrants issued for the listed offense(s):

David Cole Nash, 27, Theft/Stealing (more than $500 but less than $25000).
Kimberly J. Garrison, 46, Distribution of a Controlled Substance.
Jordan D. Burnett, 25, Distribution of a Controlled Substance.
Cierra D. Helton, 23, three counts of Distribution of a Controlled Substance.
Brian Carmack, 35, 3 counts of Distribution of a Controlled Substance.
Samantha L. McCabe, 24, three counts of Distribution of a Controlled Substance.
Bobby Henson, 43, Distribution of a Controlled Substance.
Brady L. Wilson, 27, three counts of Distribution of a Controlled Substance.
Christopher L. Young, 41, three counts of Distribution of a Controlled Substance.
Paul B. Wood, 24, 1st Degree Drug Trafficking.
Randy D. Hoffman, 22, Distribution of a Controlled Substance.
Amber Renee Knapp, 46, Distribution of a Controlled Substance.
Michael F. Miller, 37, Distribution of a Controlled Substance.
Randell J. Loyet, 52, Distribution of a Controlled Substance.
Ashlee N. Smith, 25, three counts of Distribution of a Controlled Substance.
Allison R. Emily, 39, Distribution of a Controlled Substance.
Jennifer L. Haffer, 38, three counts of Distribution of a Controlled Substance.
Daniel S. Bratcher, 29, Distribution of a Controlled Substance.
Donald L. Harris, 53, Manufacturing and Felony Possession of Marijuana.
Amber N. Woody, 23, Distribution of a Controlled Substance.
Ayesha M. Abmeyer, 21, three counts of Distribution of a Controlled Substance.
Robert G. Helm, 29, Distribution of a Controlled Substance.
Oscar C. Davis, 22, three counts of Distribution of a Controlled Substance.
Bradley C. Barton, 31, Distribution of a Controlled Substance.
Caroline A. Loughridge, 22, three counts of Distribution of a Controlled Substance and 1 count of Stealing/Theft (more than $500 but less that $25000).
Elizabeth J. Moser, 19, two counts of Distribution of a Controlled Substance.
Marty B. Chase-Alone, 30, Distribution of Imitation Controlled Substance.
Nichole M. Rosenberg, 21, Manufacturing a Controlled Substance and Distribution of a Controlled Substance (Methamphetamine).
Terri M. Elliott, 58, Distribution of a Controlled Substance.
Barbara A. Jamison, 50, Distribution of a Controlled Substance.

Also during the service of these warrants Carmack was found in possession of a misdemeanor amount of marijuana and McCabe was found in possession of miscellaneous methamphetamine drug paraphernalia.

As the arrests were made, other people present were checked for outstanding arrest warrants. Those found with active warrants were also arrested. Those individuals included:

Cody L. Fandrich, 22, Rolla City Warrant for Stealing. He was also found in possession of a misdemeanor amount of marijuana and related drug paraphernalia.
Allen J. Woll, 22, Rolla City Warrant for Stealing and Possession of Marijuana.
Danielle M. Flanders, 19, Phelps County Warrant for Careless and Imprudent Driving and Driving While Intoxicated. She also had a Maries County Warrant for Driving Without a License.
Cassiea D. Blankenship, 21, Phelps County Warrant for Receiving Stolen Property, Rolla City Warrant for Minor in Possession of Alcohol, and a Probation and Parole Warrant for an original charge of Producing Marijuana.

The above listed individuals were all transported to the Phelps County Jail pending the posting of bonds.

The charges for which these individuals have been arrested are mere accusations and are not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.

The South Central Drug Task Force is a multi-jurisdictional drug task force coordinated by the Missouri State Highway Patrol. The task force specializes in narcotics-related investigations and is composed of narcotics officers from the Missouri State Highway Patrol, Phelps County Sheriff’s Department, and Rolla Police Department, as well as directly employed specialists.
