EMPHASIS: Colonel Ron Replogle Announces Additional Transfers/Promotions Effective March 1, 2015


Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following promotions and transfers effective March 1, 2015:

Captain Norman A. Murphy is transferring to the Field Operations Bureau, General Headquarters, Jefferson City, MO, where he will serve as assistant bureau commander.

Murphy was appointed to the Patrol on July 5, 1987, as a member of the 59th Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop C, Zone 5, Pike County. Murphy was promoted to corporal on September 1, 1993, and designated assistant zone supervisor of Troop C, Zone 5, Lincoln/Pike counties. He was promoted to sergeant and designated zone supervisor of Troop C, Zone 17, Lincoln/Pike counties, on June 1, 1998. He transferred to Troop C Headquarters, Weldon Spring, MO, on May 1, 2008. Murphy was promoted to lieutenant on April 1, 2010, and remained at Troop C Headquarters. He was promoted to captain on November 1, 2013, and designated director of the Gaming Division, General Headquarters, Jefferson City, MO.

Captain Murphy grew up in Kirkwood, MO, and graduated from Kirkwood High School in June 1981. He earned a bachelor's of science degree in criminal justice administration at Central Missouri State University (now University of Central Missouri) in Warrensburg, MO, in 1986. Captain Murphy has three children: Brian, Ashley, and Tara.

Lieutenant Michael A. Turner is being promoted to captain and designated commanding officer of Troop F, Jefferson City, MO.

Turner joined the Patrol on January 1, 1996, as a member of 71st Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 5, Camden County. He was promoted to corporal and designated assistant supervisor of Zone 8, Callaway County, on April 1, 2001. He transferred to Zone 5, Camden/Miller counties on February 28, 2004. On April 29, 2007, he was promoted to sergeant and designated zone supervisor of Zone 6, Moniteau/Morgan counties. Turner served as Troop F SWAT team leader from 2004 to 2011, and founded the Central Missouri Tactical Officers Association. He was promoted to lieutenant on November 1, 2011, and assigned to Troop F Headquarters.

Captain Turner was born in Texas, and grew up in Kansas City, MO. He graduated from North Kansas City High School in 1992. He earned an associate’s of arts degree from Metropolitan Community College (1994) and a bachelor’s of arts degree in criminal justice from Columbia College (2000). Capt. Turner and his wife, Stacy (Hodges), have two children, Evan and Elizabeth.

Lieutenant Ethan P. Ahern will transfer from the Field Operations Bureau, General Headquarters, to the Division of Drug and Crime Control, General Headquarters.

Ahern was appointed to the Patrol on July 1, 1996, as a member of the 72nd Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop A, Clay County. In 2001, he transferred to the Division of Drug and Crime Control, General Headquarters. Ahern was promoted to corporal on August 24, 2003, and sergeant on September 1, 2005. On April 1, 2010, he transferred to the Field Operations Bureau, General Headquarters, to serve as the Patrol’s emergency preparedness coordinator. While in that assignment, Ahern was promoted to lieutenant on June 1, 2010.

Ahern was born in Quincy, IL. He graduated from Montgomery County R-II High School in Montgomery City, MO, in 1990. He earned a bachelor’s of science degree in physical education-sports science from what is now the University of Central Missouri in Warrensburg, MO. Lt. Ahern and his wife, Joy, have two children, Mason and Sadie. They reside in Hartsburg, MO.

Sergeant Paul J. Reinsch is being promoted to lieutenant and will transfer to the Public Information and Education Division, General Headquarters, Jefferson City, where he will serve as the assistant director.

Reinsch joined the Patrol on July 1, 1990, as a member of the 63rd Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 6, Morgan/Moniteau counties. He transferred to the Training Division and served as an instructor from April 1995 to March 1996. On March 1, 1996, Reinsch transferred to Troop F, Zone 2, Cole County. He was promoted to corporal on July 1, 1999, and designated assistant zone supervisor of that same zone. On June 6, 2000, he was named public information and education officer for Troop F and transferred to troop headquarters. Reinsch was promoted to sergeant on October 1, 2001.

Lieutenant Reinsch grew up in Argyle, MO. He graduated from Fatima High School in Westphalia, MO, in 1979. In 1983, he earned a bachelor’s of science degree in information systems management from Southwest Missouri State University (now Missouri State University) in Springfield, MO. He earned an associate’s of science degree from Mineral Area College, Park Hills, MO, in 1990. Lt. Reinsch and his wife, Gloria (Schrimpf), have two children, Austin and Emily.
