EMPHASIS: Troop D Announces Results Of Motor Carrier Safety Assistance Program (MCSAP) Enforcement Operations

Captain Juan Villanueva, commanding officer of Troop D, announces the results of Motor Carrier Safety Assistance Program (MCSAP) enforcement operations conducted in Lawrence County on March 10, 2016, in Newton County on March 11, 2016, and in Greene County on March 12, 2016. The enforcement areas were selected due to a history of criminal activity within these counties as well as a high propensity for commercial vehicle violations.

During the operation in Lawrence County, troopers and a Missouri State Highway Patrol commercial vehicle officer stopped 15 commercial vehicles and 39 passenger vehicles. Additionally, officers conducted 12 commercial vehicle inspections. The following is a list of enforcement contacts made during the operation.

Misdemeanor Drug Arrests -- 6
Seat Belt Violations -- 5
Speed Violations -- 2
Non-Moving Arrest -- 1

Troopers also issued 52 warnings for various other offenses during this operation.

During the operation in Newton County, troopers and a Missouri State Highway Patrol commercial vehicle officer stopped 18 commercial vehicles and seven passenger vehicles. Additionally, officers conducted 16 commercial motor vehicle inspections which resulted in one commercial vehicle and one driver being placed out-of-service. The following is a list of enforcement contacts made during the operation.

Troopers also issued 32 warnings for various other offenses during this operation.



During the operation in Greene County, troopers and a Missouri State Highway Patrol commercial vehicle officer stopped 13 commercial vehicles and 12 passenger vehicles. Additionally, officers conducted 10 commercial motor vehicle inspections. The following is a list of enforcement contacts made during the operation.

Troopers also issued 30 warnings for various other offenses during this operation.

Approximately 63 percent of Missouri fatal crash victims who are required to be restrained are NOT at the time of the traffic crash. The Patrol urges motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint.
