EMPHASIS: Troop A Promotions


Captain Robert L. Powell, commanding officer of Troop A, Lee's Summit, announces the following promotions effective September 1, 2013:

Corporal Jeff M. Toal was promoted to the rank of sergeant and will be designated as the zone supervisor of Zone 9, which serves Lafayette County. Toal was appointed to the Patrol on January 16, 2001, as part of the 78th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 16, serving Benton County. In 2007, he transferred to Zone 15, Henry County. In October 2010, he was promoted to corporal in Zone 15, Henry County.

Toal was born in Springfield, Missouri. He grew up in Republic, MO, and graduated from Republic High School in 1993. Before joining the Patrol, he attended Drury University, in Springfield, Missouri. Corporal Toal is married to Stacy (Bailey), formerly of Springfield, MO. They have two children: Matthew and Adam.

Trooper R. Christopher West was promoted to the rank of corporal and will be designated as the assistant zone supervisor of Zone 15, which serves Henry County. West was appointed to the Patrol on January 16, 2001, as part of the 78th Recruit Class. After graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 15, Henry County.

West is from Ash Grove, Missouri, and graduated from Ash Grove High School in 1992. Corporal West earned a bachelor's of science degree in criminal justice in 1996 from Missouri Southern State College in Joplin, Missouri. He is married to Tia (Webb), formerly of White Oak, Texas, and they have two children.

Trooper M. David Miranda was promoted to the rank of corporal and will remain in his current assignment as the full-time recruiter assigned to the Human Resources Division at General Headquarters. Miranda serves as the recruiter for Troop A, Troop D, and Troop H. He was appointed to the Patrol on January 7, 2007, as part of the 96th Recruit Class. After graduation from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 14, Bates County, before transferring to Zone 11, Cass County. In June 2011, Miranda was selected as a recruiter for the Patrol.

In 1989, Miranda graduated from Lockhart High School, in Lockhart, Texas. In 2007, he obtained an associate’s of arts degree in criminal justice from Mineral Area College in Park Hills, Missouri. He is married to Ilda (Prieto), formerly of Maxwell, Texas, and they have four daughters, Sabrina, Megan, Caitlyn, and Abigail.
