EMPHASIS: Captain Shipers Announces The Promotion Of Lieutenant Richard C. Fletcher

Captain Scott A. Shipers, commanding officer of Troop A, Lee's Summit, announced effective February 1, 2016, Sergeant Richard “Rick” C. Fletcher was promoted to the rank of lieutenant and assigned as the District 3 operations lieutenant. Lieutenant Fletcher is a 27-year veteran with the Missouri State Highway Patrol.

Fletcher was appointed to the Patrol on July 1, 1989, as a member of the 61st Recruit Class. Upon graduation from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Troop A, Zone 2, serving Platte County. In June 1990, he transferred to Zone 4, serving Clay County. In September 1994, he was promoted to corporal and remained assigned to Zone 4. Fletcher was promoted to sergeant in September 1996, and designated zone supervisor of Zone 6, Jackson County. In 1999, he transferred to Clay County as the zone commander of Zone 4, Clay County. In March 2008, he transferred to the Troop A Motorcycle Unit as the zone commander.

Fletcher was born in Independence, Missouri. He graduated from Oak Park High School in 1985. He earned a bachelor’s degree in criminal justice from Park University in 1995. Lieutenant Fletcher and his wife, Lisa (Tobitsch), reside in the Smithville area and they have four children: Richard III, Lauren, Brandon, and Cassidy.
