EMPHASIS: New Commercial Vehicle Program For Troop B Area
Captain John W. Elliott, commanding officer of Troop B, Macon, announces a new commercial vehicle enforcement program for the Troop B area. On July 1, 2006, 20 full-time positions were transferred by legislative action from vacancies within the Commercial Vehicle Enforcement Division and reassigned as sworn troopers. This reassignment of personnel presented the Patrol with an excellent opportunity to further engage in homeland security activities, expand our presence on Missouri roadways and improve the Patrol’s commercial motor vehicle enforcement capabilities. Effective July 14, 2008, two Troop B officers began training at the Patrol’s Training Academy as commercial vehicle enforcement troopers. The officers graduated from the training on September 5, 2008 and have started working the Troop B area. The two officers assigned to the Troop B CVET unit are Sergeant Kevin Kelley, and Trooper Clinton Duppong.
Sergeant Kevin C. Kelley, of Brookfield, Missouri, was appointed to the Patrol on July 1, 1994. After graduating from the Patrol Academy, he was assigned to Troop B and stationed in Hannibal, Missouri. Since that time he has been assigned to Zone 1, Macon; Zone 10, Moberly; Zone 5, Kirksville; and Zone 3, Brookfield. In 2003 he was promoted to corporal and designated the assistant zone commander of Zone 3, Chariton and Linn counties. On January 6, 2008, he was promoted to sergeant and designated the zone commander of Zone 10, Monroe and Randolph counties. He is a graduate of Brookfield R-3 High School and holds a bachelor’s of science degree in criminal justice from Culver Stockton College in Canton, Missouri. Sergeant Kelley has three children, Ashley, Brooke, and Kathryn. He is married to Cassi (McCollum) Kelley, a native of Macon, Missouri.
Trooper Clinton M. Duppong, of Memphis, Missouri, was appointed to the Patrol on July 1, 1997. After graduating from the Patrol Academy, he was assigned to Troop B, Zone 6, Clark and Scotland counties. Trooper Duppong is a native of Quincy, Illinois, and graduated from Quincy Notre Dame High School. He holds bachelor’s of science degrees in law enforcement justice administration, and recreation, parks and tourism administration, from Western Illinois University in Macomb, Illinois. He is married to Jill (Schutte) Duppong, a native of Quincy, Illinois, and they have one son, Tanner.
The commercial vehicle enforcement troopers retain the normal duties of a road trooper, however, their primary duties will include enforcement of commercial motor vehicle laws, assisting the Major Crash Investigation Units in investigating crashes involving commercial motor vehicles, and are trained in inspecting hazardous material shipments and homeland security issues.
Troopers assigned as CVETs will be distinguished from other troopers by uniform and vehicle. This team will be assigned fully marked, two-wheel drive, Chevrolet Tahoe police SUV’s. The CVETs daily uniform will be a blue military style field uniform displaying Patrol shoulder patches.
