EMPHASIS: Felony Arrests In Lafayette County

On June 27, 2007, at approximately 3:55 p.m., Missouri State Highway Patrol Troop A communications personnel received information from an On-Star representative who was tracking a stolen black Hummer H2 at the request of Hertz Rental Company in Salt Lake City, Utah. The On-Star representative advised that the Hummer was eastbound on Interstate 70 in Lafayette County and had just exited at the 37-mile marker in Odessa, MO.
Members of the Missouri State Highway Patrol and officers from the Odessa Police Department contacted the driver and passenger of the Hummer at a BP Service Station. The investigation at the scene revealed the driver and passenger were in possession of numerous credit cards and forged receipts.
The driver, Paul M. McClung, 30, and the passenger, Carol A. Chapman, 59, both of Hayward, CA, were arrested for 1st degree tampering of a motor vehicle, fraudulent use of a credit card, and forgery. McClung and Chapman were transported to the Lafayette County Jail.
The Missouri State Highway Patrol and the Odessa Police Department are conducting a joint investigation involving credit card theft, fraudulent use of a credit card, and forgery. The investigation has revealed that McClung and Chapman have been involved in credit card theft, fraud, and vehicle theft in several states, including California, Missouri, Kansas, Wyoming, Colorado, and Utah.
The charges for which Paul M. McClung and Carol A. Chapman were arrested are mere accusations and are not evidence of guilt. Evidence in support of the charges must be presented in a court of competent jurisdiction whose duty it is to determine guilt or innocence.
