EMPHASIS: Colonel Ron Replogle Announces Promotion Effective May 1, 2013

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following promotion effective May 1, 2013:

Lieutenant Vernon C. Dougan will be promoted to the rank of captain and designated director of the Information & Communications Technology Division at General Headquarters in Jefferson City.

Dougan joined the Patrol on January 1, 1990, as a member of the 62nd Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop A, Zone 14, Pettis County. On March 1, 1995, Dougan was promoted to corporal and assigned assistant zone supervisor of Zone 4, Clay County. He was promoted to sergeant and assigned zone supervisor of Zone 7, Jackson County on March 1, 2000. Dougan was promoted to lieutenant and assigned to Troop F, Jefferson City, on May 1, 2003. He transferred to General Headquarters, Jefferson City, on September 7, 2011, to serve as assistant director of the newly formed Information & Communications Technology Division.

Captain Dougan grew up in Sedalia, MO, where he graduated from Smith Cotton High School in 1979. He served in the U.S. Army as a member of the White House Communications Agency from 1979 until 1986, at which time he was honorably discharged. He earned an associate's of science degree in criminal justice from Mineral Area College, Flat River (now Park Hills), MO, in 1990. He graduated from Northwestern University School Of Police Staff & Command in 2011. Capt. Dougan and his wife, Roxann, have three children.
