EMPHASIS: Patrol Announces Promotion


Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the following promotion effective July 1, 2008:

Lieutenant Robert L. Powell is being promoted to the rank of captain and designated commander of Troop A, Lee’ Summit. Powell has been serving as the acting troop commander since April 19, 2008.

Powell was appointed to the Patrol on July 9, 1979, as a member of the 50th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, MO, he was assigned to Troop A, Zone 3, Jackson County. In October 1982, he transferred to Troop A, Zone 10, Lafayette County. Powell transferred to Troop A, Zone 1, Jackson County, in April 1984. On August 1, 1987, he was promoted to corporal and designated assistant zone supervisor of Troop A, Zone 5, Clay County. Powell was promoted to sergeant and designated zone supervisor of Troop A, Zone 4, Platte County, on June 1, 1989. He was promoted to lieutenant and assigned to the Troop D Service Center in Carthage, MO, on April 1, 1999.

Powell was born in Wichita, KS. He graduated from Diamond R-4 High School in Newton County, MO. In 1975, he earned an associate’s of science degree in law enforcement from Missouri Southern State College in Joplin, MO.

Captain Powell is married to Nannette (Kellison) and they have three grown children: Ryan Powell, Rebecca Powell, and Angela (Powell) Williams.
