EMPHASIS: September 1 Promotions Announced



The Missouri State Highway Patrol announces the following promotions effective September 1, 2006:



Captain Robert E. Bloomberg will be promoted to the rank of major and designated commander of the Technical Services Bureau.



Bloomberg is a 27-year veteran of the Patrol. After graduation from the Patrol’s Law Enforcement Academy in 1979, he was initially assigned to Troop A, Zone 9, Cass County. In 1989, he was promoted to corporal and designated assistant zone commander of Zone 16, Johnson County. Bloomberg was promoted to sergeant and assigned zone commander of that same zone in 1990. He transferred to the Professional Standards Division, General Headquarters, Jefferson City, in 1995. Bloomberg was promoted to lieutenant in 1996, remaining in the Professional Standards Division. He was named director of the same division in 1997; and promoted to captain in 1998. In 2000, he transferred to the Gaming Division as the director.



Major Bloomberg was born in Harreshausen, Germany. He graduated from Burlington High School in Burlington, Iowa, in 1972. He earned a bachelor’s of arts degree in criminal justice from Columbia College in 1999. In 2002, Bloomberg earned a master’s of science degree in criminal justice administration from Central Missouri State University. Major Bloomberg and his wife, Suzan, have one daughter, Katy. They reside in Jefferson City.



Captain Ronald K. Replogle will be promoted to the rank of major and designated commander of the Criminal Investigation Bureau.



Replogle is a 22-year veteran of the Patrol. After graduating from the Patrol’s Law Enforcement Academy in 1984, he was initially assigned to Troop D, Zone 7, Neosho. In 1988, he transferred to Zone 1, Greene County. Replogle was promoted to corporal in 1990. As a corporal, he served as assistant zone commander of Zone 4, Branson; Zone 12, Christian and Stone counties; and Zone 2, Greene County. Replogle was promoted to sergeant in 1992, and designated zone commander of Zone 10, Marshfield. He transferred to the Division of Drug and Crime Control’s Troop D Unit in 1994. In 1996, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City. In October 1999, he transferred to the Division of Drug and Crime Control and was designated the assistant director of the division. Replogle was promoted to captain in 2001, and designated director of the Division of Drug and Crime Control, General Headquarters.



Major Replogle was born in Marshfield, MO. He graduated from Marshfield High School in 1978. He attended the University of Missouri-Rolla from 1978 to 1980. In 1999, he graduated from the NUTI Police Staff and Command School. Major Replogle and his wife, Cindy, have two children: Chase and Adam. They reside in Jefferson City.



The following organizational change will take effect September 1, 2006:



Captain J. Bret Johnson, currently serving as executive officer for the Patrol, will be named chief of staff. As chief of staff, Johnson will report directly to the colonel, and serve as part of the Patrol’s command staff. In this capacity, he will serve as the administrator in charge of governmental, legislative, and constituent issues related to the Patrol’s mission. Capt. Johnson is a 20-year veteran of the Patrol. He has been assigned to Troop B, Troop F, Field Operations Bureau, and the Assistant Superintendent’s Office. In 2000, Capt. Johnson graduated from the National FBI Academy in Quantico, VA, where he attended a three-month leadership course designed for law enforcement agencies and attended by officers from around the world.



Capt. Johnson and his wife, Cindy, have two sons: Steven and Shay. They reside in Jefferson City.



Major James F. Keathley, who assumes the duties of Patrol superintendent effective September 1, 2006, announced these promotions and the organizational change to fill upcoming command staff positions.
