EMPHASIS: Traffic Stop On I-55 Results In Drug Arrest




On September 24, 2008, at approximately 11:28 p.m. a member of the Missouri State Highway Patrol stopped a 2000 Chrysler Corcorde traveling north on Interstate 55 in New Madrid County for an equipment violation and littering.
The driver Timothy T. Tsiguloff, 37, of Fort Wayne, Indiana, was stopped for a traffic violation and littering. During the course of the traffic stop, permission to search was requested and denied. The vehicle was towed due to third party ownership and a subsequent inventory search revealed a vacuum-sealed bag of ecstasy. Timothy T. Tsiguloff and Jeffrey L. Rovel, 28, of Arlington Heights, Illinois, a passenger, were arrested for trafficking drugs first degree, and taken to the New Madrid County Jail.
The charges for which Timothy T. Tsiguloff and Jeffrey L. Rovel were arrested are mere accusation and not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
