EMPHASIS: Colonel James F. Keathley Announces Promotions

Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the following promotions effective September 1, 2007:

Lieutenant Gary L. Moore is being promoted to captain and designated director of the Driver Examination Division, General Headquarters, Jefferson City, MO.

Moore graduated from the Patrol’s Law Enforcement Academy in 1981, as a member of the 54th Recruit Class. His first assignment was Troop H, Zone 4, Grundy and Mercer counties. In 1990, Moore was promoted to corporal and designated assistant zone commander of Troop H, Zone 2, Nodaway and Worth counties. he was promoted to sergeant in 1994, and designated zone commander of Troop H, Zone 3, Harrison and Gentry counties. In October 1997, Moore transferred to the Governor’s Security Division, General Headquarters, Jefferson City, MO. In March 2001, he became the assistant director of that division. He was then promoted to lieutenant in June 2001, and designated director of the Governor’s Security Division. In 2006, he transferred to the Field Operations Bureau and was designated homeland security coordinator. Later that same year, Moore transferred to the Gaming Division as an assistant director.

Captain Moore was born in Marshall, MO. He is the son of the late O.D. and Katie Moore, and stepson of Peggy Moore. He graduated from Chillicothe R-II High School in 1971. Moore served in the United States Navy for three years and was honorably discharged as an E-3 in 1974. Capt. Moore attended the National Traffic Management Institute in Warrensburg, MO, in 1976. He has two children: Amanda Cullin of Clyde, MO; and Bryan Nigh of Los Angeles, CA. He is the proud grandfather of: Alias, Aiden, and Lauren Cullin.



Lieutenant David P. Perkins is being promoted to the rank of captain and will remain in his present assignment as director of the Motor Vehicle Inspection Division, General Headquarters, Jefferson City, MO.

Perkins joined the Patrol in 1986, as a motor vehicle inspector. He held that position until entering the Patrol’s Law Enforcement Academy as a member of the 61st Recruit Class in 1989. Upon graduating, he was assigned to Troop B, Zone 6, Scotland County. Perkins was promoted to corporal in 1995. In 1997, he transferred to the Motor Vehicle Inspection Division, General Headquarters. Perkins was promoted to the rank of sergeant in 1998, and designated assistant director of that division. He was promoted to lieutenant in 2003, and designated director of the Motor Vehicle Inspection Division.

Capt. Perkins was born in St. Louis, MO. In 1980, he graduated from Fox High School in Arnold, MO. He earned a bachelor’s of science degree in business administration/economics from Culver-Stockton College in Canton, MO, in 1984. Capt. Perkins and his wife, Barbara (Dodd), and their son, Phillip, reside in Jefferson City.
